UNDP Indonesia has been supporting the Government of Indonesia in the area of governance reform since early 2000. Since then Indonesia has made remarkable progress in decentralization, democratic reforms, and civic participation. However, challenges like regional disparities, accountability gaps, and issues of environmental sustainability persist. Governance is a powerful enabler—it strengthens service delivery, enhances transparency, and builds resilience that shapes the outcomes of programs across sectors.

In view of the above, UNDP has developed its Internal UNDP Governance Strategy 2025-2029 as well as the forthcoming UNDP Country Programme Document 2026-2030 to serve as our collective roadmap to address these pressing issues. UNDP Governance Strategy reflects the priorities of Indonesia’s national development plans and the Sustainable Development Goals, while also responding to emerging challenges, such as the growing influence of digital technology and increasing need for anticipatory governance to navigate uncertainty.

UNDP’s Commitment and Approach

UNDP’s role in governance reform has always been guided by its commitment to inclusivity,
transparency, and sustainability. Our governance strategy focuses on three priorities:

UNDP has made significant contributions to Indonesia’s governance landscape. Our support for digital transformation has improved public service delivery and transparency through platforms like SP4N-LAPOR and the SMILE initiative. Anti-corruption measures have strengthened reporting systems and public trust, while our capacity-building programs have enhanced the skills of public servants, particularly in under-resourced regions.

However, we recognize that challenges persist. Governance gaps, particularly in rural areas, must be addressed. Inclusivity needs to be a stronger focus to ensure that women, persons with disabilities (PwDs), and marginalized groups have meaningful participation in decision-making.

In implementing the above commitment, UNDP has developed a series of project interventions in the areas of democratic governance cluster focusing on key workstreams such as public service reform, democratic institution reform, justice sector reform, promoting Human Rights and gender equality. For this purpose, UNDP will recruit a Project Coordinator for Democratic Governance Programme Cluster who will be responsible to coordinate the implementation of various projects under the portfolio in line with UNDP rules and regulations.
 

Duties and Responsibilities

Under the overall supervision of the Team Leader / Head of Unit, RRGU, and the guidance of the Project Board(s), the project coordinator has the responsibility to run the project on a day-to-day basis. The project coordinator is responsible for making the day-to-day decisions on project implementation in coordination with the Responsible Party(ies) and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost.

The National Personnel Service Agreement (NPSA) holder will work under the overall supervision of UNDP’s Team Leader / Head of the RRGU Unit.

Manage and supervise the project team to ensure effective implementation and achievement of results:

  •  Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
  • Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Consults with the project board for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
  • Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.

Ensure effective planning, budgeting, and implementation of the project

  • Prepares project’s annual and quarterly work plans and organizes project board meetings to
    obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
  • Organizes quarterly project board meetings and reports to the project board the project’s
    quarterly progress together with any issues that may require project board decisions; and
  • As required and directed by the project board, liaises with UNDP’s MPO (Management, Performance and Oversight) Unit to facilitate project review, reporting and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by the MPO;
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment, risk register, transparency dashboards in Quantum, and other web-based QA and reporting system(s).

Create and nurture strategic partnerships and support to the implementation of resource mobilization

  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

Facilitate knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organizes and delivers trainings for the operations/project staff on project/programme management issues;
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing;
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and Contributes to knowledge networks and communities of practice;
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming ;
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in field of social studies, development studies, and management studies, Public Policy, International Development or any other relevant fields is required, OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree 

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in the field of social studies, development studies, and management studies
  • Experience and solid ability to work with a multidisciplinary and multicultural team
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Demonstrated experience and ability to work effectively with a broad range of stakeholders and multidisciplinary team.
  • Experience in project management, understands/ familiar with the project based workplan/ providing project advisory services/ monitoring and/or evaluation
  • Experience working with government in national, provincial and district level, especially working with National Development Planning Agency (BAPPENAS)/ Ministry of Administrative and Bureaucracy reform [KEMENPANRB]/ Ministry of Home Affairs [KEMENDAGRI]/ Ministry of Finance (KEMENKEU), or other technical ministries would be highly desirable
  • Work experience working for UNDP/UN development project in Indonesia is an advantage.
  • Good knowledge and direct experience on successful working and partnership with other UN agencies, government institutions at national and sub-national levels, donors/development partners/private sector/CSO or universities will be highly desirable.
  • Proven experience leading team for development project including conducting gender mainstreaming activities in the project would be highly desirable.

Required Languages: 

  •  Fluency in English in both writing and speaking.
