Context

The Finance Assistant ensures effective execution of financial operations services and processes in UNCDF Eastern and Southern Africa Region and transparent utilization of financial resources. The Finance Assistant promotes a client-oriented approach consistent with UNDP/UNCDF rules and regulations.

Task description

Under the direct supervision of Regional Operations Assurance Specialist and general guidance of Corporate Financial Services Advisor, the UN Volunteer will undertake the following tasks:

Coordination of compliance review of all financial activities in the region:

• Identify gaps in financial operations oversight and develop automated reports to help mitigate the risk
• Identify gaps in Internal control and implement changes to help mitigate the risk
• Identify functionality gaps, propose changes to business process and/or assist in up-dating relevant UNCDF policies and procedures to improve efficiency
• Support the creation of performance and compliance KPI and dashboard for all financial related activities, monitor and follow up on pending actions

Coordination of financial transactional support and ensures effective financial control and oversight in the regional offices

• Coordinate and develop user training and Standard Operations Procedures (SOP) to support the user communities
• Act as back up for financial transactions processing
• Create transaction tracking and monitoring system
• Assist to coordinate internal and external audit

Provision of programme finance support for all programmes in the region

• Assist to monitor and manage of the Annual Work Plan (AWP) budget, ensuring financial resources are allocated efficiently to meet program objectives
• Assist the implementation of Delivery Enabling Service (DES) strategies across all programs
• Monitor programme delivery performance on regular basis, readjust in a timely manner to mitigate risk
• Any other tasks as required.
