Established in 1949, SOS Children's Villages International (CVI) is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of children without parental care and those who are at the risk of losing it.

Within the Eastern and Southern Africa region, SOS CV International is headquartered in Addis Ababa, Ethiopia and has member associations in Nigeria, Ghana, Ethiopia, Sudan, South Sudan, Somalia/Somaliland, Djibouti, Kenya, Uganda, Tanzania, Rwanda, Burundi, Zambia, Malawi, Zimbabwe, Mozambique, South Africa, Lesotho, Swaziland, Botswana, Namibia, Mauritius and Angola.

The purpose of this Terms of Reference (ToR) is to outline the requirements and expectations for hiring a consultant to develop course content for an E-learning course on alternative care, reintegration, and leaving care. The course aims to provide comprehensive knowledge and skills to professionals working in the field of child protection and welfare.

The project falls under the ESAF Regional Reintegration Project category and is aligned with Strategic Initiative 1, which aims to innovate alternative childcare, and Strategic Initiative 3, which focuses on empowering young people.

The project directly links to several priorities, including Priority 1, which emphasizes the implementation of a professional gatekeeping process in all programs. Priority 2 aims to enhance the local relevance and sustainability of alternative care and family strengthening services. Additionally, Priority 4 seeks to increase learning and development opportunities and improve working conditions for child and youth care professionals.

Key Responsibilities:

  • Conduct a comprehensive review and analysis of internal and external policies on alternative care, reintegration, and leaving care
  • Develop a detailed course outline, including modules, learning objectives, and key topics to be covered
  • Create engaging and interactive course content, including text-based materials, multimedia elements, case studies, quizzes, and assignments
  • Ensure the course content is culturally sensitive, inclusive, and applicable to an African audience
  • Provide clear guidelines and instructions for course facilitators or trainers
  • Develop assessment tools to measure learners' understanding and knowledge retention
  • Collaborate with the project team and incorporate feedback during the course development process
  • Revise and finalize the course content based on feedback received

Qualifications and Experience:

  • Strong background in child protection, social work, pedagogical science, or related fields
  • Extensive experience in developing didactic e-learning courses or educational materials on child protection or related topics
  • In-depth knowledge of alternative care, reintegration, and leaving care issues
  • Familiarity with international standards, guidelines, and best practices in child protection
  • Excellent research, writing, and communication skills
  • Ability to work independently and meet deadlines

Passwords will be released only upon request from the procurement committee at a later stage. Submitting financial quotation without password protection will result in disqualification of submission.

Interested and qualified consulting firms are invited to submit:

Technical Proposal containing

  1. Company profile and consultants/trainer CV;
  2. Training contents and module details and methodology to be applied;
  3. List of at least three main clients who received similar training (references may be requested later on);
  4. Other information that is relevant.

Financial Proposal

  • Service Fee including applicable tax. Financial proposals must show details of the training fee and other costs in USD and be submitted protected with passwords. Passwords will be released from applicants only upon request from the procurement committee at a later stage. Note that submitting financial quotation without password protection will result in disqualification of submission.

  1. Copies of licenses (professional and business licenses) issued by the respective government body;
  2. Copies of tax registration (TIN, VAT registration number)

General Provisions

  • SOS Children’s Villages International Eastern and Southern Regional Office Reserves the right to:
  • Undertake reference, credit and other checks, and by responding to this request for quotation, the service provider hereby gives SOS Children’s Villages International consent/authority to conduct such checks.
  • Withdraw this request for quotation and/or amend the terms of reference by notice in writing (email or posting on the website) to only shortlisted bidders who responded to this call prior to the closing date.
  • At its sole discretion, award of the contract based on the best value for money, experience and qualification of consultant, the number of proposed days, daily rate, environmental, and social benefits (if applicable), in addition to other requirements.
  • To negotiate prices or rates based on available budget as part of the contracting processes.
  • Selected consultant will be required to sign a service contract in adherence with the organizations policies ad regulations.
