With funding from GFFO, Trafigura Foundation, SIDA & Google.org IRC is building an agile & cost-effective approach to Anticipatory Action that “follows the forecasts”: using long-range, seasonal forecast from Columbia University (IRI) to prioritize locations where there is high probability of significantly above or below average rainfall – and therefore risk of floods or droughts. Using the 4-month window provided by these long-range forecasts, IRC conducts rapid contingency planning for this specific forecast hazard. IRC’s global Anticipatory Action team provides direct support for this contingency planning. Drought contingency planning uses Household Economy Analysis (HEA) and SRAF contingency planning process (originally developed with ECHO funding). Flood contingency planning uses GLOFAS & Google Flood Hub for short-term flood forecasting. IRC’s primary response modality for Anticipatory Action is unconditional, multi-purase cash transfers and cash preparedness is therefore a core, and growing, part of IRC’s Anticipatory Action work.
Specific Responsibilities
The Anticipatory Action Programme Coordinator supports overall contract management and sub-contractor management for GFFO funded Anticipatory Action response, supporting the Anticipatory Action Specialist (HEA) who leads these responses. The Anticipatory Action Programme Coordinator works closely with Country Program teams, as well as Finance, Procurement & and Emergency & Humanitarian Unit (EHAU) within IRC to ensure timely deliver of project activities, compliance with donor regulations and reporting. A significant focus of the position is to ensure that the project meets the high standards and requirements of GFFO by supporting IRC and the consortium partners to meet their compliance and reporting requirements.
There is ample opportunity for the Anticipatory Action Program Coordinator to support the technical program work led by the Anticipatory Action Specialist and would therefore be ideal for someone looking to develop a technical / analytical specialization in any of the key tools used in IRC Anticipatory Action work (e.g. HEA, Flood Forecasting, Cash Preparedness).
The dynamic nature of forecast-based programming, working within a constantly evolving 4-month planning window, means that it is essential that the Anticipatory Action Coordinator is not only comfortable with, but thrives in a role that involves constant change. It is also essential that the Anticipatory Action Coordinator is willing & able to work in Fragile & Conflict Affected contexts for at least 3 weeks / quarter.
The AA Programme Coordinator specific responsibilities are as follows:
Project Management (40%)
•Develop and/or refine project management systems and guidance documents to ensure efficiency, transparency and accountability across consortium activities; regularly assess the use of project tools and processes to adapt and improve as needed.
•Work closely with others in the Climate Unit to track progress on key deliverables using workplans and financial forecasts; develop and communicate mitigations for areas that are off track.
•Manage and update the workplans; meet with key stakeholders from IRC and partners to ensure programme quality controls are in place, and provide analyses for senior management decision-making.
•Maintain and update the project risk register and systems to assess risks throughout project lifecycle.
•Maintain comprehensive and standardized electronic files for the project, and ensure project team and partners have access to relevant records.
•Maintain an in-depth knowledge of GFFO policies and support partners on contractual compliance.
Partner subcontract management, coordination and compliance (20%)
•Collaborate with research partners to develop workplans and monitoring plans.
•Manage communication with research partners for issues related to implementation against workplans, subcontracts, reporting, and regular meetings.
•Coordinate due diligence, compliance checks, subcontract amendments, and other subcontract management processes according to guidance from IRC’s Awards Management Unit.
•Work with IRC’s Awards Management Unit to ensure that partners’ responsibilities for donor compliance are tracked and evaluated and that updates on contract performance are communicated in a timely and professional manner to appropriate stakeholders.
Reporting (40%)
•Lead coordination for GFFO narrative & financial reporting, including but not limited to developing report templates, communicating deadlines, and providing timely feedback for IRC and partner teams.
•Identify, document and communicate areas of improvement for donor reporting.
•Prepare annual reports and documents according to contract requirements for submission to GFFO; coordinate response to other donor inquiries as needed.
•Report IRC’s Anticipatory Action activations to the Anticipation Hub

Job Qualifications
Work Experience:
•At least 5 years of professional experience with demonstrated project management skills, including developing project management documents and tools such as workplans.
•Demonstrated experience of partnership management.
Demonstrated Skills and Competencies:
•Working knowledge of GFFO T&Cs and compliance requirements is preferred.
•Excellent critical thinking skills to problem-solve independently.
•Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced environment.
•Excellent interpersonal and communication skills: the ability to effectively collaborate with and motivate a variety of people in a multi-cultural environment.
•Excellent digital literacy: MS Word, Excel, and web-based project management tools (e.g., Asana). Proficiency in Excel strongly preferred.
•Dedication to diversity, equity and inclusion and a passion for IRC’s mission.
Language Skills: Excellent written English, including the ability to synthesize information and draft high-quality reports. Professional fluency in German is preferred.
Working Environment: NY, US / Nairobi, Kenya / Berlin / Germany. This position can be fully remote. German language skills would be an advantage but not essential.
