Background/Context:
The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 700 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery. It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and adapting to the evolving context.
With the new realities under the new government, as of December 2024, the IRC has deployed a team to Damascus to set up operations and engage in coordination structures for newly accessible areas across Syria—including parts of NES, NWS, and other previously unreachable locations in South and Central Syria, adjusting operations to maximize coverage and efficiency.
The IRC has been delivering protection programs in the northwest since 2013 and in the northeast of Syria since 2014, focusing on Protection/Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection (CP). These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Collaborating with partners, IRC improves access to protection services, raises community awareness, and strengthens referral pathways. Protection capacity building, community outreach, and rapid response through mobile protection teams have also been provided since 2017.
Job Overview:
As part of its Syria response the International Rescue Committeeis expanding its portfolio to provide specialized child protection (CP) services in Raqqa in the (Hazima) area. The CP Caseworker will conduct all steps of the case management process for an assigned number of individual children vulnerable to abuse, exploitation, neglect and violence and their families in this process.
Responsibilities:
Technical Quality
- Provide individual case management for children needed inRaqqa for location (Hazima) , accordance with all case management steps.
- Ensure the correct documentation and compilation of CM forms in accordance with all case management steps and related tools and information management procedures (keep all data uploaded and updated on (CPIMS+)
- Provide ongoing support to families, foster and alternative care systems (where and if available)
- Participate and support the identification of children harmed or at-risk of harm through parenting interventions, recreational and PSS activities,
- Establish, train, and monitor the CPCs
Grant Monitoring & Reporting
- Maintain complete, accurate, and confidential case files to document client interactions and interventions using IRC tools.
- Make sure to follow case management data protection protocol for case files and client identifying personal information.
- Provide input for weekly activity and movement plan to the supervisor.
- Provide monthly reports to the supervisor accurately summarizing and recording activities; as well as raising challenges and recommendations.
- Consistently and proactively monitor/assess the safety and security situation while you’re in the field; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
- Actively engage in all capacity building opportunities including formal training, on the job coaching and peer to peer sessions.
- Other duties as assigned by the supervisor are to enable and develop IRC programs.

Education:
- National diploma or University degree in psychology, sociology, social work, education, or other advanced technical qualifications
Work Experience:
- Minimum of 2-year experience of implementing child protection programs, preferable social work, or case management, in humanitarian or development settings
- Previous experience working with children, in social work or community outreach.
- Demonstrated understanding of working with children and particularly vulnerable children
- Personal qualities: Team player, flexible, strong communication skills with children and caregivers, analytical skills, network-builder, able to handle pressure well and work in cross-cultural setting.
- Ability to work independently and under pressure.
- The ability to maintain confidentiality and respect is always essential.
- Comfortable speaking about sensitive topics in an honest, professional, and thoughtful manner.
- Basic computer skills and familiarity with Word/Excel.
- Skill in working on Primero.
