Background/Context:

The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 700 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery. It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and adapting to the evolving context.

With the new realities under the new government, as of December 2024, the IRC has deployed a team to Damascus to set up operations and engage in coordination structures for newly accessible areas across Syria—including parts of NES, NWS, and other previously unreachable locations in South and Central Syria, adjusting operations to maximize coverage and efficiency.

The IRC has been delivering protection programs in the northwest since 2013 and in the northeast of Syria since 2014, focusing on Protection/Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection (CP). These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Collaborating with partners, IRC improves access to protection services, raises community awareness, and strengthens referral pathways. Protection capacity building, community outreach, and rapid response through mobile protection teams have also been provided since 2017.

Job overview:

The Case Worker is part of the Protection team and is responsible for delivering case management services to persons with specific needs. This includes conducting individual assessments, developing action plans, facilitating access to services, and providing direct psychosocial and emotional support. The role also involves distributing essential items such as care kits, adult diapers, mobility aids, and gifts during psychosocial support (PSS) sessions.

Additionally, dedicated PSS sessions are organized for caregivers, who often bear significant physical and emotional burdens while supporting family members. Moreover, the Case Worker plays a crucial role in linking at-risk individuals with available service providers in the community. This includes referrals to health, legal, educational, and specialized mental health services. Through continuous coordination with humanitarian actors and the development of a robust referral network, the Case Worker ensures a holistic and integrated response to the diverse needs of vulnerable individuals.

Responsibilities:

  • Provide direct services through the distribution of essential items in Al-Hol Camp (care kits, adult diapers, mobility aids, and PSS session gifts).
  • Deliver direct psychosocial and emotional support to persons with specific needs through individual case management.
  • Conduct comprehensive needs assessments and develop individualized case action plans.
  • Coordinate with IRC sectors and external partners to ensure a holistic and collaborative response.
  • Provide accurate information to beneficiaries about available multi-sectoral services and how to access them.
  • Participate in technical trainings and ongoing skill-building sessions provided by IRC.
  • Attend weekly case review meetings with the Case Management Officer to ensure quality and adherence to standards.
  • Maintain accurate, confidential, and up-to-date case files using IRC tools.
  • Contribute to weekly psychosocial work plans and reports.
Minimum Qualifications:

Education:

  • Relevant higher national diploma or university degree in psychology, classroom education, sociology, social work, or other related fields.

Work Experience:

  • Approximately two years of experience working in case management.
  • Previous experience in community outreach and working with people affected by conflict
  • Demonstrated interest and passion for working with persons with specific needs and improving their access to services.
  • Strong understanding of basic counseling and psychosocial support concepts; prior training is highly preferred.
  • Ability to discuss sensitive issues with respect and empathy.
  • Commitment to confidentiality and client dignity at all times.
  • Ability to work independently and under pressure.
  • Excellent communication and interpersonal skills.
  • Willingness to respond to emergencies and support the protection team in distributing material assistance when needed

Demonstrated Skills and Competencies:

Language/Travel:

  • Arabic Language and English will be an advantage.
  • 100% field-based position with travel required for trainings in , Hasaka, Deir ez-Zor, or Raqqa depending on training location.
