Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

Under the direct supervision of the IFRC Program Coordinator, the Field Officer is responsible for supporting the field implementation, monitoring, and coordination of the H2O PEACE Programme activities implemented by JNRCS. The position ensures that project deliverables are met in accordance with IFRC and donor standards, and that community-level engagement is inclusive, participatory, and impactful.

 

The Field Officer will also support other Delegation projects as needed, contributing to the broader operational and humanitarian objectives of the IFRC in Jordan.

Job Duties and Responsibilities

Field Implementation and Coordination

  • Work closely with JNRCS to implement project activities in target communities, ensuring alignment with workplans and community needs.
  • Coordinate and oversee field missions, ensuring logistical and operational readiness.
  • Monitor daily field activities and provide feedback on implementation progress, challenges, and community perceptions.
  • Support community engagement and participation in project planning and delivery.
  • Ensure proper documentation and filing of activity records and beneficiary data.

 

Monitoring, Evaluation, and Reporting

  • Collect, verify, and report field-level data in coordination with the PMER team and JNRCS.
  • Conduct regular field monitoring visits and participate in assessments and surveys as required.
  • Prepare weekly field reports and contribute to donor and internal reporting by providing qualitative and quantitative updates from the field.
  • Identify implementation challenges or gaps and recommend corrective actions to the Program Coordinator.

 

Liaison and Representation

  • Represent IFRC at the community level and maintain strong working relationships with local stakeholders, including community leaders, local authorities, and partner organizations.
  • Participate in local coordination meetings and technical working groups when requested.
  • Facilitate visits of donors, regional teams, or other stakeholders to field locations.

 

Technical and Operational Support

  • Work with technical advisors (e.g., WASH, Health, CEA) to ensure that field activities meet sectoral quality standards.
  • Support training and capacity-building activities for JNRCS staff and volunteers involved in the program.
  • Coordinate with the Logistics and Finance teams for procurement and distribution of materials at field sites.

 

Compliance and Risk Management

  • Ensure field activities comply with IFRC’s operational procedures, security protocols, and the Fundamental Principles of the Red Cross and Red Crescent Movement.
  • Monitor and report potential risks in the field, including operational delays, community tensions, or safety/security issues.

 

Other Duties

  • Support other programmatic activities in the field as required by the line manager.
  • Perform any other duties assigned by the Program Coordinator to ensure effective program delivery. 

Education

  • University degree in Development Studies or Humanitarian Affairs (with a WASH component) or equivalent work experience in relevant to international
    humanitarian aid and/or development - Required
  • Master’s degree or equivalent - Preferred

Experience

Required:

  • 3-5 Years of experience in field-level project implementation in the humanitarian or development sector
  • Experience working with communities, NGOs, or international organizations is essential.
  • Experience in establishing and following monitoring systems to track progress of implementation
  • Familiarity with donor-funded projects and community-based approaches.

Preferred:

  • Experience in water projects

Knowledge, Skills and Languages

Required:

  • Strong attention to detail and proven skills in organization and time management.
  • Proven analytical and problem-solving skills and demonstrated attention to detail.
  • Self-starter with initiative; able to proactively complete tasks in order to move files forward.
  • Ability to work in an environment with ambiguity.
  • During peak project times, emergencies, or missions, irregular working hours may be required.
  • Proven ability to be a supportive and productive team member
  • Computer knowledge as a user – self-supporting in MS Word, Excel and PowerPoint
  • Fluent spoken and written English and Arabic

Preferred:

  • Good command of another IFRC official language (French or Spanish)
