DIRECTORATE FOR COMMUNICATIONS

Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge and evidence-based communications. The Directorate works in accordance with the OECD Communications Strategy and pursuant to the annual communication plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences.  The Resource Management Unit (RMU)

The Resource Management Unit mission is to ensure coherence, flexibility, and efficiency in the management of human and financial resources of the Directorate. In close co-ordination with the Director’s office, it will contribute to the preparation of the Directorate’s Programme of Work and Budget (PWB), as well as the preparation corporate financial and HR reports with the relevant committees. It will manage income-related activities such as internal billing and cost recovery as well as purchasing-related activities. On behalf of the Director, the RMU will be responsible for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditure in accordance with OECD rules and procedures. It will also oversee, advise and facilitate all HR planning, recruitment, contracting, separation, talent management and professional development, and performance management exercises in line with the Organisation’s policies.

he Directorate for Communications is looking for a Resource Management Officer (RMO) to support the Resource Management Unit of the Directorate. The role of the RMO is to provide guidance and advice on human resources and financial management to the Communications Impact, Standards and Capacity Building (CISC) Division in accordance with the OECD financial rules, regulations and guidelines.  

The selected candidate(s) will work under the supervision of the Head of Resource Management Unit and will liaise with the Organisation’s corporate services and with the Communications Impact, Standards and Capacity Building (CISC) Division as necessary. 

Job Description

Main Responsibilities 

Budget and Procurement 

  • Support the Head of RMU in preparing cost estimates, financial analyses, forecasts, and budget reports. 

  • Maintain and update Power BI dashboards to ensure data accuracy and relevance for decision-making. 

  • Monitor internal billing and chargeback processes for publication and communication services. Reconcile billing records with internal financial reports and resolve discrepancies. 

  • Coordinate procurement activities, including Market Consultations and Calls for Tenders, in compliance with OECD procurement rules and procedures 

  • Monitor and control official missions for staff, including travel arrangements and processing of expense claims. 

  • Review and approve purchase orders in line with OECD financial regulations. Verify budget allocations, track expenditure progress, and follow up on delivery confirmations. 

  • Ensure accurate and complete documentation is maintained for audit and compliance purposes. 

  • Participate in finance community working groups that provide input to the design and enhancement of new tools and processes.  

  • Keep up to date OECD’s regulatory framework relevant to financial management reforms.  

Human Resources and Administrative 

  • Coordinate the recruitment of staff for the CISC division, including drafting job vacancies, organizing candidate assessments and interview logistics, managing candidate communications, and supporting the drafting of panel reports. 

  • Manage the recruitment and onboarding of interns for the COM Directorate, ensuring a smooth and efficient process. 

  • Organize onboarding and offboarding procedures for staff and respond to related queries from staff members in a timely and professional manner. 

  • Contribute to human resources working groups by providing input on the development and enhancement of HR-related tools, software, and applications. 

  • Keep up to date OECD’s regulatory framework relevant to HR and corporate management reforms.  

  • Organize team workshops and provide administrative and logistical support during meetings. 

  • Manage office space and support timekeeping-related activities within the Directorate. 

  • Provide basic IT-related support and coordination for tasks within the Directorate, liaising with IT services when necessary. 

  • Draft and update operational guidelines for various RMU processes contribute to the identification and implementation of best practices. 

  • Proactively contribute to the streamlining and continuous improvement of administrative processes.  

  • Assist with other administrative tasks as needed and provide backup assistance to RMU colleagues during peak periods or absences. 

 

Qualifications

Ideal Candidate Profile 

Academic Background 

  • A university degree in business or public administration, HR management, finance, accounting, or a closely related field. 

Professional Background 

  • At least one year of proven experience in a finance or HR position in an international context; experience in a major national administration or an international inter-governmental organisation would be an additional asset. 

  • Proven experience in the application of administrative or financial procedures and policies. 

  • Knowledge of the OECD’s structure, processes, regulations, or experience in a similar role in another international organisation, would be an advantage.  

Tools  

  • Excellent knowledge of the IT systems used (SAP, SRM, SEM, OBMR, Power BI SmartRecruiters, Concur and the PWB database) or the ability to learn and adapt rapidly to new technologies and systems.  

  • Experience in using SAP for budgetary and operational reporting would be a distinct advantage.

Languages  

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. 

  • Knowledge of other languages would be an asset.

Contract Duration

  • 24 months fixed-term appointment, with the possibility of renewal to a maximum of 36 months. 

Salary Information

  • Depending on level of experience, monthly salary starts at either 3,809.51 EUR, plus allowances based on eligibility, exempt of French income tax
