The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.
The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.
SCOPE OF WORK:
Under the direct supervision of the Supply Chain Officer, the Supply Chain Intern will be based in Aden office and will support Aden supply chain in supply chain reporting and implementation. The role includes preparing and updating procurement plans for departments under all grants. The incumbent will engage with all the programs’ focal points and supply chain teams in all offices in his daily work and to achieve the level of work required.
JOB SUMMARY:
The procurement intern will work under the direct supervision of the Supply Chain Officer and Support from the Procurement Manager. He/she is responsible for the integrity of the IRC's procurement policies and procedures. The incumbent will be responsible for updating the Procurement Plans, help in archiving all the MPA/MSA documentation, and be able to rapidly procure Program supplies, services and equipment when required, whilst ensuring best practices and maintaining audit-compliant records.
WORKING RELATIONS:
Reports to: Supply Chain Officer (Aden office)
Works closely with all supply chain staff and program focal points in all IRC offices.
MAIN RESPONSIBILITIES:
- Prepare and update all Procurement Plans through the input shared by program and extracted from the Integra system with the support of Aden Procurement team
- Maintain a clear and proper filing system per grant of all the complete procurement documentation in hard copy and in the shared drive.
- Update the physical filing of all the major procurements for 2024-2025 (Tenders, MPA and MSAs)
- The implementation and / or maintenance of standard IRC procurement policies and procedures and donor-specific policies.
- Assist the procurement team in Aden in processing PRs as assigned.
- Provide procurement services in Aden. Ensuring that all Supplies, services and equipment’s required are delivered on time.
- Maintain of ethical, professional working relationships with suppliers.
- Ensuring timely payment of vendors and full, auditable support documentation is actioned.
- Implement a transparent and responsive procurement process
- Share their opinion on areas of improvement.
- Support the Procurement team in securing the ATC, VIF, Business registration documents and Market surveys where necessary.
- Any other duties or tasked delegated by the supervisors.
Minimum Qualifications:
REQUIREMENTS: (Qualifications, Skills and Abilities):
A.Education:
·Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous) for 1 year.
·Holder of Certificate or equivalent in purchasing, supplies and management or Business Administration
B.Experience:
·Preferably 1 year in knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous)
C.Skills and Abilities:
·Competent in data management and analysis
·Competent use of PC especially spreadsheets.
D.Proficiencies:
·Competent in spoken and written English
