Project Context and Scope

 

Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.  

IOM Kazakhstan is implementing a project titled: “Strengthening of Border Security in Kazakhstan”, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The project is a logical continuation of the INL/ US Embassy’s previous support of the Government of Kazakhstan’s efforts on countering border-related transnational crime. The project continues to focus on increasing the capacities of the national authorities to enhance the effectiveness of border control management in combatting trans-border crime and increasing border integrity at Kazakhstan’s land, air, and sea borders. 

The IOM IBG project team is to contribute to strengthening border security by improving capacity to address cross-border crimes in Kazakhstan in the following areas:  

Border Guard officers have improved skills to conduct secondary-line interviews to prevent border-related crime; 

In coordination with IOM, develop the training materials and conducting two 5-day trainings on “Secondary-line interview skills”; 

Perform other related duties as assigned.

Responsibilities

Tasks to be performed under this contract

 

The Consultant(s) in close coordination with IOM will be responsible for delivering the following results and milestones:  

 

 

Deliverables 

In close cooperation with IOM, develop training framework and materials for the “Secondary-line interview skills training”. 

The materials should be in line with the international training design (trainings, PowerPoint presentations, evaluations, group activities, relevant international practices).  

The training program and methodological materials should cover the following topics:  

International legal framework to conduct the secondary-line interview skills 

Global theoretical background to interviewing (Topics and timeframes to be covered during the interview, Planning and preparation – goals and objectives, facts to be proven, Types of questions ) 

Interviewing techniques and best practices  

Behaviour analysis and risk recognition. Identifying vulnerable respondents and taking appropriate action prior to the interview  

Building rapport/Understanding the interviewee’s situation and how this impacts their behaviour/reactions  

Taking statements  

Clarification and challenge  

Verbal and non-verbal communication for both interviewer and interviewee  

Global case studies  

In close cooperation with IOM, conduct two trainings on “Secondary-line interview skills”  

Provide report on developed training curriculum and the trainings conducted  

Participation, where relevant, in coordination meetings with IOM Astana and Kazakhstan partners. 

 

 
Performance indicators for the evaluation of results

The end products expected to be delivered by the Consultant will be, as follows:  

  • Developed training curriculum on “Secondary-line Interview skills” for the relevant state institutions (PowerPoint presentations, group activities, practical exercises and etc.) 
  • Conduct two 5-day trainings on “Secondary-line Interview skills”; 
  • Report on trainings conducted (pre- and post-training assessments, evaluations ); 

Qualifications

Education, Experience and/or skills required
 

Postgraduate degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least eight years of professional experience in Law enforcement or military educational institutions; or  

University Degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least ten years of professional experience in Law enforcement or military educational institutions.  

Highly specialized individual with extensive relevant experience and the highest level of expertise in the Border Security area.  

At least eight years of experience in conducting of trainings for trainers in the field of Border Governance.  

Demonstrated experience in development of training/workshop materials.  

Demonstrated professional experience on migration-related topics.  

Demonstrated professional experience related to the Immigration and Border Governance. Experience in working with relevant governmental and non-governmental institutions and senior representatives in the field of Immigration and Border Governance in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization. 

Have strong analytical, verbal, and report writing skills. 

Be willing to undertake in-country travels related to the assignment.
