UCPM-Expert for bilateral project in Moldova
Introduction
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.
MSB has actively supported the Republic of Moldova and its civil protection system with expertise and capacity development since 2020 through the regional programme PPRD East 3. Building on results and identified priorities from this programme, MSB now continues its support to the Moldovan civil protection authority on a bilateral basis through a sub-component of the ongoing project Strengthening Security Sector Governance in Moldova (SSGM 2023-2028). SSGM is led by Geneva Centre for Security Sector Governance (DCAF) and MSB is a partner.
Moldova became a Participating State in the European Union Civil Protection Mechanism (UCPM) in 2023 and also undertook a Civil Protection Peer Review earlier the same year, in which several development priorities for the Moldovan Civil Protection system were identified, including UCPM. In connection to the SSGM project, MSB is now looking for UCPM Expertise for the component focusing on supporting the General Inspectorate of Emergency Situations (GIES), the main civil protection agency in Moldova.
This is a homebased position with one travel to Chisinău, Moldova. This assignment comprises approximately 15-20 working days during October – December 2025, with a possibility for extension for activities in 2026.
For this position it is required that you are resident in Sweden and obtain a Swedish work permit.

Duties
The UCPM Expert plays a key role for the strengthening of GIES’ capacities focusing on processual, organisational and operational aspects of utilising and working within UCPM.
Expected work assignments are:
• Contribute to an analysis of GIES’ current and desired capabilities in relation to UCPM.
• Plan, design and lead a learning activity to support the development of Standard Operation Procedure (SOP) for data exchange with the ERCC before and during emergencies, incorporating real-time reporting capabilities and alignment with UCPM standards.
• Contribute to the development of the project component’s activity plan and results framework.
• Coordinate with partner organisation and MSB project’s staff.
• Consolidate documentation and reporting from project activities.
• Contribute to identifying and communicating relevant learnings from the Moldovan experience back to MSB.

Qualifications
Experience
• Minimum 3 years of working experience in the area of Disaster Risk Management, Crisis Response or similar fields and/or experience with tasks and activities as listed above.
• Very good understanding of the EU and the UCPM.
• Demonstrated experience of working with UCPM tools and processes.

• University degree in social science, civil protection, disaster risk management or another relevant field. A combination of other academic merits with several years of relevant professional experience could be seen as equivalent.

Contractual conditions
Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays a monthly salary during the mission and you may also receive a salary supplement, if you have experience from working in an international organization with duties very similar to those of this position. The MSB will also pay additional expenses allowances as well as accommodation of appropriate standard during the time you are working in the mission country. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.
