OFFICE/UNIT/PROJECT DESCRIPTION

Background

The province of Lanao Del Sur hosts one the major power plants in Mindanao, the Angus-Pulangi Hydro Power Complex. Despite this, LDS remains energy-poor with power voltage dropping from 220V to 100V. This power situation has weakened the capability of public facilities like hospitals to provide quality services especially during their regular operations and more so during climate disasters and conflict-induced calamities.

In 2023, the UNDP and Department of Energy (DOE) completed the installation a 23kwp roof-top at the Tamparan Provincial Hospital as proof of the viability of Renewable Energy (RE) technologies to provide energy security and encourage local government units and agencies to integrate RE policies and projects into their executive and fiscal agenda. The facility, which served critical areas and equipment, has demonstrated the viability of RE systems in energy stability. The current system but requires expansion. In 2023, the LDS expressed the need to expand the initiative to similar health facilities as the energy situation has remained unchanged.

In 2024, the Japan Government approved a 1 year project for the expansion of renewable energy facilities at the Tamparan provincial hospital and at three (3) additional public health facilities units to ensure access to reliable, affordable energy supply in the province’s health service facilities.

 Goals, Objectives and Outputs

This initiative will contribute directly to the pillars of clean energy, sustainable climate change mitigation practices, and a just transition toward net-zero pathways. The project aims to support the accomplishment of inter-connected goals among Primary Partner Organizations (PPO):

  1. accelerate the adoption of clean energy, energy efficiency, and just energy transition in the province of Lanao del Sur (LDS) in support of the Nationally Determined Contribution (NDC) of the Philippines and the National Renewable Energy Program (NREP) 2020-2040.
  2. contribute to the peace and development efforts in the region following the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM) 12-point Priority Agenda.

PPO shall refer to the Provincial government of Lanao del Sur, the management of the Health Facility where RE systems will be installed and the municipal government units where the HF operates.

Outputs

There are three major outputs:

  1. Strengthened capacities of partners in Local Renewable Energy and Energy Efficiency Policies and Plans (LREPs) towards the integration of energy policies, investments and projects into local budget and legislative agenda.
  2. Completed technical and investment proposals to attract investors that will support the efforts of the PPO
  3. Installed and commissioned appropriate solar PV systems at three (3) new health facilities and expanded the capacity of the existing solar PV system at the Tamparan Provincial Hospital.

SCOPE OF WORK

  1. Primary
    1. Ensures provision of reliable and safe driving services by (a) driving office vehicles for the transport of staff, other officials and visitors and delivery and collection of mail, documents and other items, and (b) meeting official personnel and visitors at the airport including facilitating immigration and customs formalities, as required.
    2. Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to prepare the vehicle maintenance plans and reports;
    3. Responsible for the proper day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs. Ensure that the vehicle is kept clean.
    4. Prior to travel determine/study/gather information on road conditions going to the destination and inform the Project Manager to seek advice on or recommend actions to be taken as regards the trip.
    5. Keep the Project Manager informed of any irregularities in the use of the project vehicles and suggest the necessary mitigation measures.
    6. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle.
    7. Logs official trips, daily mileage, gas consumption, oil changes, greasing, etc.; and
    8. Ensures that all immediate actions required by rules and regulations are taken in case of emergency or involvement in accidents.
  2. Secondary
    1. In coordination with the Administrative Assistant, ensure renewal of vehicle registration, lease, utilities and payments of any fees in connection thereof.
    2. Extend support administrative services, e.g buy supplies, buy and serve food, during official functions like meetings and workshops.
    3. Assist in the reproduction of office documents, training materials and other project documents.
    4. Assist in logistic work processes as necessary and flexibility in working hours over the weekend.
    5. Help ensure the cleanliness and maintenance of office premises and proper sanitation and waste segregation and disposal
    6. Adhere to comply with the UNDP rules and regulations
    7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

INSTITUTIONAL ARRANGEMENT

The Driver will work under the immediate supervision of and directly report to the Project Manager. S/he will work closely with the PMU and UNDP Country Office teams.

MINIMUM QUALIFICATIONS OF THE SUCCESSFUL NPSA

Minimum academic requirements

  • Completion of secondary education with a valid driver’s license is required.

Min. years of relevant work experience 

  • A minimum of 2 years work experience as driver with a safe driving record is required.

Required skills

  • Minimum driving experience of three (3) years in and around Mindanao and preferably in nearby provinces of Lanao Norte and Cotabato and cities of Cagayan De Oro and Iligan and Cotabato.

Desired additional skills and competencies

  • At least 1 year of experience as driver with UN or international organization or government agencies.

Required Language(s)

  • Fluency in English, Meranaw, and Filipino is required.

Professional Certificates

  • Professional Driver's License (Code 3)
