Monitoring and Evaluation Consultant

Job Description

The International Organization for Migration (IOM) is the UN’s leading agency on migration and the leading intergovernmental organization in the field of migration, working closely with its key stakeholders - migrants and Member States to promote safe, orderly and regular migration. The International Organization for Migration (IOM) was established in the Republic of Tajikistan in 1992 and became IOM member state in 1993.

The Programme Support Unit (PSU) has been established in 2024 and has divisions for Communications, Monitoring & Evaluation, Information Management and Specialized Support. 

The selected candidate will provide support to the overall monitoring and evaluation needs of the mission in collaboration with the Senior Monitoring, Evaluation and Learning Associate under direct supervision of the Programme Support Officer and overall supervision of the Chief of Mission.

Responsibilities

The selected candidate is expected to perform the following tasks on a monthly basis: 

1. In coordination with the IOM Mission, contribute to the development and management of the M&E work plan of the mission. 
2. Independently develop necessary monitoring tools such as surveys, questionnaires, interview protocols, and other assessment instruments, ensuring their alignment with project objectives and monitoring framework.
3. Conduct monitoring visits to the project implementation sites in different regions.
4. Collect, organize and analyze the collected data from the monitoring visits using software tools and draw clear and concise data interpretation. 
5. Assist IOM in reviewing reports and monitoring tools to be provided by the project’s service providers and consultants. 
6. Assist the Programme Support Unit (PSU) in the collection and reporting of data for the Institutional Questionnaire (IQ) and the United Nations Sustainable Development Cooperation Framework (UNSDCF).
7. Support the team in preparing the IOM Annual Report by providing relevant data and inputs.
8. Assist in collecting quarterly data for the mission and support the preparation of concise quarterly briefs summarizing key data trends and findings.
9. Other tasks assigned within the PSU Unit. 

Qualifications

• Bachelor’s or higher degree in Sociology, Economics, Finance, Development Studies or Migration Studies or related field from a recognized institution;  
• Extensive knowledge of labour migration context in Tajikistan; 
• At least 3 years of working experience in migration and/or financial inclusion related fields; 
• Prior experience of conducting monitoring and evaluation; 
• Extensive experience in communication with migrants and relevant government stakeholders; 
• Demonstrated knowledge of international data and migration statistics standards and practices and ability to apply this knowledge to a new context;
• Fluent in English and Tajik, knowledge of Russian is an advantage.
