Functional Responsibilities
- Day-to-day oversight and supervision of all cash transfers activities planned under the EFSR project, including facilitating implementation and monitoring of cash-based activities at the locality level.
- Draw up plans for the timely delivery of cash transfers in coordination with government, NGO, and UN partners, and commercially contracted companies, and monitor their implementation.
- Supervise field staff involved in the planning and implementation of cash transfers, and provide training and technical guidance in their work.
- Coordinate and liaise with the PM on the implementation progress for all CfW and cash transfer activities.
- Work with the PM to identify and manage CfW and cash transfer-related risks.
- Implement information management and safeguards to data sharing and information disclosure in line with best practices.
- Liaise closely with service suppliers and other stakeholders, and advise the PM of any bottlenecks that may impede the timely delivery of CfW activities and cash transfers to beneficiaries.
- Periodically review the appropriateness of cash-based responses in accordance with the prevailing context. Choices of transfer modality for any intervention need to be fully justified on the basis of optimization and overall cost-effectiveness.
- Closely coordinate with the M&E Officer to ensure that relevant information on output and outcome indicators for cash-based interventions is systematically collected and analyzed in a manner that helps the project determine the efficiency and effectiveness of cash delivery, as well as the appropriateness of the transfer modality choice.
- Undertake visits to project sites and meet beneficiaries to ensure that progress is made in the achievement of project objectives. M&E activities will include market assessments and monitoring, cash service provider assessments, organizational capacity assessments, distribution monitoring, and spot audits.
- Prepare periodic and ad hoc reports on cash-based activities, including proposals for operational improvements and potential scope for cash activities and reconciliations.
- Manage the compilation, consolidation, and analysis of relevant data of the mission.
- Assist with the management of field teams and partners and take responsibility for progress.
- Liaise closely with relevant government authorities, UN agencies, and NGOs engaged in cash-based activities, keeping them fully informed of the status of UNOPS activities in this regard.
- Liaise and build relationships with other United Nations (UN) agencies and international non-governmental organizations (I/NGOs) implementing cash transfer activities for the purposes of facilitating activities and improving the quality and relevance of information analysis.
- Participate in cash transfer and broader social protection meetings with UN agencies, NGOs, and other stakeholders as required.
- Facilitate and support communication and discussions, and ensure an adequate level of coordination between relevant UNOPS units, UN agencies, and cash transfer service providers who may be contractually engaged for the management and delivery of cash transfers to beneficiaries, and review any contractual arrangements made.
- Participate in dialogue with partners and other stakeholders on cash, vouchers, and resilience/safety net programmes in general.
- Engage with Financial Service Providers on prevailing exchange rates (cash and non-cash disbursements) on a regular basis.
- Keep up to date with all other cash and voucher-based programmes and services being delivered in Sudan by governmental agencies, other development and humanitarian players, and commercial enterprises, and use this information to help select, design, and adjust optimal solutions for cash-based interventions.
- Support the compilation of cash transfer-related lessons learned as per defined reporting format.
- Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
- Contribute expertise in making improvements and revisions to cash transfer tools and techniques.
- Develop necessary cash training manuals, SOPs, and tools in liaison with the cash working group.
- Maintain records of project files and other supporting documents.
- Support the Project Manager in maintaining the electronic Blue File.
Education/Experience/Language requirements
Education

A Master’s Degree or advanced degree in Economics, Agriculture, Social Protection, International Affairs, Business Administration, Social Sciences, Development Studies, or any other relevant field is required.

A Bachelor’s Degree in Economics, Agriculture, Social Protection, International Affairs, Business Administration, Social Sciences, Development Studies, or any other relevant field with an additional two years of relevant experience may be accepted in lieu of a Master’s degree.
Work Experience
-
A minimum of two years of experience in the public sector, development projects, and/or emergency assistance is required.

A minimum of one year of experience in cash-for-work and direct cash-based projects is required.

A minimum of one year of experience in food assistance programmes, including experience with cash-based transfers, resilience programming, or other social safety net programmes, is required.

Experience working with government entities, UN agencies, and NGOs is an asset.

Experience in designing and/or implementing cash-based assistance programmes is an asset.

Experience in agriculture and food security programming is an asset.
Language
-
Fluency in written, reading, and spoken English is required.

Working knowledge of a UN official language is an advantage.
