Context

In line with IOM’s institutional priority on regular pathways, the UNV will assist IOM Angola develop key partnerships, programs, and initiatives related to pathways, with a specific focus on migration between CPLP countries

Task description

Within the delegated authority and under the supervision of the Chief of Mission or his/her designated mandated representative(s), the UN Volunteer will:

• Support Programme Managers in ensuring that IOM internal policies and procedures are met with regards to proposal development and submission (i.e. secure internal endorsements); ensure timely submission of project reports and carry out other activities, as needed, to ensure compliance with existing project agreements;
• Support Programme Managers in the elaboration of new project proposals, reporting and monitoring & evaluation frameworks;
• Liaise with the Resources Management Unit to ensure that all necessary financial, legal and administrative requirements and resource mobilization efforts are coordinated in a timely manner;
• Liaise with Regional Thematic Specialists in the relevant offices for the timely endorsement of all project reports and proposals;
• Conduct research on funding opportunities, funding priorities and programming interests, especially private donors (i.e. foundations and Corporate Social Responsibility (CSR), and prepare appropriate materials highlighting relevant IOM programming areas of expertise;
• Support the gathering of data on all IOM programming departments for CPLP countries to be used for external relations;
• Establish and maintain strong and regular operational level liaison with the project/programme partners, such as concerned government authorities, other concerned UN agencies and working groups. Organize field visits for donor representatives, IOM visitors and government officials;
• Support the development and updating of external informational and communication materials, including drafting speeches for the Chief of Mission and content for IOM Fact Sheets, stories, etc;
• Maintain relevant archives and files;
• Explore new initiatives between CPLP countries.
• Perform any other related duties, as required by the functional supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UNV mandate within their assignment and promote volunteerism through engagement with communities in the course of their work. As such, UN Volunteers should dedicate part of their time to the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant publications, developing networks with volunteering organisations and taking an active part in UNV activities (for example, in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end-of-assignment reports on UN Volunteer actions, results and opportunities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever possible.


Results/Expected Outputs:

As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM and its beneficiaries in the accomplishment of her/his functions, including:

• Efficient and timely support is provided to Programme Managers in various areas of their work, such as project proposals, reporting and monitoring & evaluation;
• External stakeholders such as other UN agencies, NGOs and government authorities are engaged with the aim of promoting new activities, facilitating the implementation of ongoing activities and fund raising for new projects/programmes.
• Potential funding opportunities in the country are identified and relevant documentation is prepared as required;
• Local capacities developed through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
