Organizational Context and Scope

Under the direct supervision of the Chief of Mission and in coordination with the Head of Programmes (to be opened) and the Regional Office for Central America, North America, and the Caribbean, as well as the Department of Humanitarian Response and Recovery (DHRR) at Headquarters, the Senior Emergency Coordinator will oversee and lead IOM Haiti’s emergency response operations. This includes ensuring the effective implementation of multi-sectoral humanitarian responses, strategic planning, resource mobilization, and compliance with organizational and international standards.

The successful candidate will represent IOM Haiti in humanitarian inter-agency forums, including the OCHA Access Group, and will oversee the Emergency Unit’s strategic and operational alignment with IOM’s global priorities and country-specific needs.

Responsibilities

Strategic Leadership and Oversight

  1. Provide strategic direction and oversight for the planning, implementation, and evaluation of emergency response operations, ensuring coherence across all activities.
  2. Lead the development of response strategies and frameworks that align with IOM’s organizational objectives and donor priorities.
  3. Oversee the performance of heads of units within the Emergency Unit, ensuring operational efficiency and effectiveness.
  4. Supervise the IOM AOR and Cluster Coordinators 

Operational and Programmatic Management

  1. Ensure effective coordination of all operational and administrative aspects of emergency-related projects and operations, including CCCM, WASH, Health, Shelter/NFI, Preparedness, Protection, Common Pipeline, Cash Based Intervention and Rapid Response Mechanisms.

Representation and Stakeholder Engagement

  1. Represent IOM Haiti in the relevant Emergency Coordination venues including ICCG (if requested), OCHA Access Group, HCT (when requested) and other inter-agency coordination mechanisms.
  2. Foster and maintain strong relationships with donors, government counterparts, and humanitarian actors to support resource mobilization and partnership-building efforts.

Resource Mobilization and Financial Oversight

  1. Lead efforts to mobilize resources for emergency response projects, ensuring alignment with donor priorities and organizational strategies in coordination with the Chief of Mission the Head of Programmes and Program Support Unit (PSU).
  2. Oversee financial management and accountability of emergency projects, ensuring timely and accurate reporting in line with donor requirements in coordination with the PSU and RMU

Capacity Building and Staff Development

  1. Provide mentorship and capacity-building support to heads of units and other staff within the Emergency Unit.

Monitoring, Evaluation, and Learning

  1. Ensure robust monitoring and evaluation mechanisms are in place to assess the effectiveness and impact of emergency response activities. Establish and maintain mechanisms for tracking and reporting on progress, impact, and compliance.

Compliance and Risk Management

  1. Identify and mitigate operational and programmatic risks to safeguard the integrity and effectiveness of emergency response activities.
  2. Ensure alignment of emergency response activities with IOM’s global policies and strategic priorities with the relevant regional and global IOM counterparts.

Other Responsibilities

  1. Serve as Officer-in-Charge (OIC) for the Chief of Mission when requested.
  2. Perform other duties as may be assigned to support the mission’s objectives.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in international relations, Political Science, Business or Public Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Extensive experience in emergency response, crisis management, post-conflict recovery, and other displacement situations;
  • Proven experience in leading and coordinating multi-sectoral teams, including senior-level staff;
  • Demonstrated expertise in resource mobilization, donor engagement, and inter-agency coordination; and, 
  • Experience with IOM’s policies and frameworks, including, Shelter/NFI, CCCM, DTM tools, and data protection guidelines, CBI and Global Stocks.

Skills

  • Excellent leadership, analytical, and decision-making skills;
  • Ability to work effectively in high-pressure, rapidly changing environments;
  • Ability to adapt work processes to a changing environment while keeping objectives and principles;
  • Very strong background in financial and project management, including budget oversight and donor compliance;
  • Strong understanding of humanitarian principles and international standards; and,
  • Advanced proficiency in Microsoft 365 Suite, with an emphasis on Excel and Planner.

Language

IOM’s official languages are English, French and Spanish. 

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, and Spanish) and/or Haitian Creole is an advantage. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
