Job Description

Project Context and Scope

The humanitarian crisis in Ukraine has increased the country’s mental health and psychosocial support needs, adding to the distressing conditions caused by the war, which escalated in February 2022 and a strained health system. As efforts towards, recovery and resilience progress further, MHPSS will continue to become a priority need for Ukrainians in the aftermath of the humanitarian emergency. In response, IOM is expanding its efforts in Ukraine through the comprehensive community-based mental health and psychosocial support (MHPSS) approach. This programme adheres to IOM's global MHPSS standards, as specified in the manual on community-based mental health and psychosocial support in emergencies and displacement. It involves the support of local initiatives and territorial communities in provision of community-based MHPSS services. This will help recovery at the Hromada's level and support particularly vulnerable groups of the community. The aim is to enhance community and family resilience, helping them to better cope with the distressing situations brought about by the crisis. The programme will also contribute to preparedness efforts in case of any future emergency situation.
 
Specifically, the Consultant will support the MHPSS Unit by engaging in these main tasks: Prepare and provide community based MHPSS services across Dnipropetrovsk oblast; support the implementation of MHPSS Capacity Building initiatives.

Responsibilities

Tasks to be performed under this contract

 Category B Consultant
  1. Collaborate with the Senior MHPSS Associate and other team members to integrate mental health and psychosocial support considerations in community-based activities, following the full spectrum of the IASC intervention pyramid.
  2. Prepare, organize, and facilitate community-based creative and cultural activities for the communities, based on IOM’s manual on community-based MHPSS in emergency and displacement contexts as per the monthly activity plan.
  3. Conduct training sessions on Psychological First Aid (PFA), stress management, team building, conflict management, communication skills, and community-based approaches in MHPSS, as per the monthly activity plan.
  4. Provide individual and group counseling to the affected population when needed.
  5. Design and implement psychoeducation sessions tailored to the identified and emerging needs of communities, as per the monthly activity plan.
  6. Implement MHPSS components of integrated MHPSS-Livelihoods programme (MLI).
  7. Contribute to the planning and implementation of psychosocial services tailored to veterans and families of veterans and supporting the capacity of the communities to support their reintegration into civilian life.
  8. Assist in conducting MHPSS needs and impact assessments, data collection surveys, focus group discussions, key informant interviews and research in Eastern Ukraine under the supervision of the Senior MHPSS Associate to support improved access to community-based psychosocial services and specialized mental health care. 
  9. Ensure coherent reporting and data entry of activities in tracker sheets and proper documentation of community-based activities within 24 hours of conducting activities.
  10. Ensure the use of proper donor visibility in coordination with the Senior MHPSS Associate. 
  11. Perform such other duties as may be assigned.
 
Performance indicators for the evaluation of results

The successful implementation of quarterly MHPSS plans of action, reaching the target number of individuals and services outlined in the plan, and proper quality of service delivery in line with IOM guidelines. The consultant will be assigned specific activities.
  • The fulfillment of the time on the job required as indicated in the contract, which will be confirmed through a detailed timetable.
  • Community based MHPSS services are implemented as per monthly or quarterly plans.
  • MHPSS workshops, trainings, or conferences are supported administratively and logistically, ensuring all required documentation and visibility materials are correctly managed. Time spent on these activities aligns with the agenda for each event plus 1 additional hour per day for preparation.
  • Training sessions on PFA and basic helping skills are well organized, structured, and provided as per monthly or quarterly plans.
  • Regular written updates on the status of work are provided to the Senior Associate (MHPSS), with the Operations Officer (MHPSS) in copy. Data entry into CRM (through Kobo) is conducted for each activity, ensuring that information is updated in a timely manner. 15 minutes per activity is allocated for data entry.
  • Completion of other MHPSS activities may be assigned by the supervisor. 

Qualifications

Education
  • Bachelor's degree in Psychology, Counselling, Educational Psychology, Psychotherapy, Social Sciences Social Work, or a related field, with at least of 2 years of working experience.
Experience
  • Bachelor's degree in Psychology, Counselling, Educational Psychology, Psychotherapy, Social Sciences Social Work, or a related field, with at least of 2 years of working experience.
  • Experience in delivering MHPSS trainings is an asset.
  • Experience in disability inclusion programming and approaches is a strong asset.
Skills
  • Strong organizational and time management skills are important.
  • Ability to work in a multi-cultural environment and respect diversity.
  • Teamwork oriented but with the capacity to work independently.
  • Excellent writing, analysis and data collection skills. 
Languages
  • Fluency in Ukrainian. Working knowledge of English would be an asset.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
