Background

The province of Lanao Del Sur hosts one the major power plants in Mindanao, the Angus-Pulangi Hydro Power Complex. Despite this, LDS remains energy-poor with power voltage dropping from 220V to 100V. This power situation has weakened the capability of public facilities like hospitals to provide quality services especially during their regular operations and more so during climate disasters and conflict-induced calamities.
In 2023, the UNDP and Department of Energy (DOE) completed the installion a 23kwp roof-top at the Tamparan Provincial Hospital as proof of the viability of renewable energy technologies to provide energy security and encourage local government units and agencies to integrate RE policies and projects into their executive and fiscal agenda. The facility, which served critical areas and equipment, has demonstrated the viability of RE systems in energy stability. The current system but requires expansion. In 2023, the LDS expressed the need to expand the initiative to similar health facilities as the energy situation has remained unchanged.
In 2024, the Japan Government approved a 1-year project for the expansion of renewable energy facilities at the Tamparan provincial hospital and at three (3) additional public health facilities units to ensure access to reliable, affordable energy supply in the province’s health service facilities.

Goals, Objectives and Outputs
This initiative will contribute directly to the pillars of clean energy, sustainable climate change mitigation practices, and a just transition toward net-zero pathways. The project aims to support the accomplishment of inter-connected goals among Primary Partner Organizations (PPO):

  • accelerate the adoption of clean energy, energy efficiency, and just energy transition in the province of Lanao del Sur (LDS) in support of the Nationally Determined Contribution (NDC) of the Philippines and the National Renewable Energy Program (NREP) 2020-2040.
  • contribute to the peace and development efforts in the region following the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM) 12-point Priority Agenda. PPO shall refer to the Provincial government of Lanao del Sur, the management of the Health Facility where RE systems will be installed and the municipal government units where the HF operates.

Outputs
The project has three major outputs:

  • Strengthened capacities of provincial and municipal governments in Local Renewable Energy and Energy Efficiency Plans (LREPs) towards the integration of energy policies, investments and projects into local budget and legislative agenda.
  • Technical and investment proposals to attract investors that will support the efforts of the LDS province
  • Installed and commissioned appropriate solar PV systems at three (3) new health facilities and expanded the capacity of the existing solar PV system at the Tamparan Provincial Hospital.

Duties and Responsibilities

The Renewable Energy Project Analyst will work under the immediate supervision of and directly report to the Project Manager. S/he will work closely with the PMU and UNDP Country Office teams. 

The Renewable Energy Project Analyst (REPA) will provide technical and operational guidance in ensuring attainment of project outputs and optimization of human and financial resources. The REPA will be part of a Project Management Unit (PMU) located in Marawi City. The REPA will be under the guidance and direct supervision of head of the PMU. The REPA will coordinate closely with the Composite Technical Working Group (TWG) of the LDS province (TWG-LDS) and the TWG of the selected Health Facility (TWG-HF). Frequent travels in project areas in Lanao Del Sur and Cotabato must be expected.
The REPA shall maintain a conducive and regular working relationship with the project’s implementing partners, project contractors and local government units, client hospital facilities, distribution utilities other energy stakeholders to allow effective and efficient delivery of program outcomes and outputs. 
As member of the PMU, the REFA’s scope of work and administration includes the following:

  • Actively participate in PMU planning and evaluation, day to day operation, risk assessment (internal and external to the project) and diligent compliance to required project policies and procedures of UNDP.
  • Lead the preparation of work plans, technical designs and budgets pertinent to the installation of the RE facilities at the target Health Facilities (HF). This scope covers the following activities:
    • In close coordination with the TWG-LDS, design the process, methodology and technical assessment tools/instruments to determine the energy situation and viability of installing the appropriate solar pv system in the selected HF
    • Lead in the actual conduct of technical assessment and recommend the most appropriate suitable design and indicative work plan for endorsement to the Project Board
    • Prepare technical components of the bid document based on UNDP procurement policies and guidelines and other bid guidelines as may be deemed appropriate
    • Provide technical assistance to the members of Bid Committee in evaluating bid proposals for the construction of the HF

Monitor and evaluate the installation of the RE systems. The scope covers:

  • Conduct of physical visits to analyze the status of the Program of Work (PoW) of each Contractor for the HF
  • Submit a weekly report on the PoW and recommend needed actions to ensure compliance with contractual obligations and successful installation
  • Lead in the testing and commissioning of the facilities in coordination with the TWG-LDS and other partners such as the DU and the Department of Energy
  • Facilitate the certification of acceptance and transfer of relevant documents such as after sales service, product warranties and operations manual to the Provincial Government and the Health Facility
  • Facilitate other program meetings/gatherings local and national events as deemed relevant to the successful completion of the project
  • Design, prepare materials and conduct at least 3 capacity building sessions for staff of the LDS and the HF to ensure proper maintenance and management of the facilities.
  • Facilitate the process of asset turn-over viz, from the Contractor to the UNDP and UNDP to the LDS.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Electrical Engineering (BS EE) is required, or
  • A first-level university degree (bachelor’s degree) in the area mentioned above, in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in the electrification industry preferably in design and installation of renewable energy projects such as solar pv systems (roof-top and ground mounted).
  • Use of MS Office software packages (knowledge on web-based management systems is preferred), and communication software (Zoom, Teams, etc.)
  • At least Ten (10) years of continuous hands-on experience in the electrification industry preferably in design and installation of renewable energy projects such as solar pv systems (roof-top and ground mounted)
  • Seven (7) years of continuous hands-on experience in the design and installation of micro-grids and/or hybrid systems that includes battery storage systems
  • Five (5) years of experience in providing practical and theoretical training in solar pv installation
  • At least 5 years communication and training facilitation skills on energy related subject matters.
  • Experience in preparing written reports
  • Experience in preparing project budget and work plan
  • Experience working with local government units, developers/contractors of RE systems and distribution utilities in the Philippines
  • Working knowledge and application of Philippine Electricity Code and Net Metering Guidelines
  • Recent (past 3 years) prior experience with UN System/UNDP system dealing with RE projects

Required Languages: 

  • Fluency in English and Filipino is required.
