Functional Responsibilities

The Project Management Support -Officer (Behavior Change and Awareness Campaign) (PMSO-BCAC) will work closely with the Senior Project Manager and the counterpart Technical Assistance Team experts to ensure the coordination, development, and implementation of the strategy and work plan for the EU GOJUST III program’s community engagement, awareness, and behavior change campaigns. Taking into consideration the direction provided by the Project Steering Committee and the donor EU, the PMSO-BCAC will work alongside topic experts and the key stakeholders in crafting specific awareness campaign (local and national), support the capacity development of partners on the ground, and also ensure dissemination of information campaign materials to targeted audiences.

The PMSO-BCAC will be performing the following core functions:

1) Stakeholder Management:
  • Support the Senior Project Manager in establishing and maintaining relationships with the EU GOJUST counterparts, the Project key stakeholders, the Donor, the Government departments, and the development organizations;
  • Coordinate and establish  linkages  with the key national, regional, and local media;
  • With input and guidance from the Technical Advisory Team, collate and develop reports and presentations about the EU GOJUST Project and UNOPS, as well as its activities, for key stakeholders;
  • Assist the UNOPS Focal Point for the United Nations Country Communications Group (UNCCG) in the Philippines and take active part in the UNOPS Philippines Communications Unit activities, to amplify and align the project’s campaign in the UN system.
2) Delivery and Performance:
  • Support to the development and implementation of the Behavior Change and Awareness Campaign Plan (BCAC Plan);
  • Coordinate the development, review, and updating of the EU-GOJUST Behavior Change and Awareness Campaign Plan;
  • Coordinate efforts with the project team and key stakeholders on the ground to identify needs, analyze information, and prioritize actions for priority local and national campaigns;
  • Support the  EU GoJUST Team, both UNOPS and the Technical Team, to  monitor  and  analyze  current  events  and  produce  news  and  news  media  writing  and  proofing;
  • Support the development and production of appropriate publication materials (communication, information, and education campaign materials) as contained in the approved work plan. This includes products  (editorial writing,  news writing,  proofing,  pitching,  placement,  branded items, etc.).  for use in behavior change and awareness campaign activities;
  • Act as a focal point for all communications  (internal and external concerning the project, and between relevant organizations,  including but not limited to:  European  Union,  UNOPS,  Philippines  Supreme  Court, Department of  Justice, Department of Interior and Local Government,  and  Justice  Sector  Coordination Council (JSCC) on the priority awareness campaigns of the program;
  • Support the preparation and dissemination of project-related information to ensure it is carried out in a timely, message- and audience-appropriate, and consistent manner;
  • Assist the Senior Project Manager and Technical Assistance Team in implementing the JSSC communication strategies;
  • If requested by the Donor, assist in organizing the visits of EU officials, press conferences, and public events;
  • Collaborate with mass media relevant to the implementation of behavior change and awareness campaign activities, and utilize both web-based and traditional media as appropriate;
  • Provide regular (quarterly) qualitative and quantitative analysis of behavior change and campaign activities;
  • Support the graphic designers’ work on visibility/promotional material and ensure or enhance the quality and relevance of Project and country-specific communication materials, activities, processes, and messages for sharing with partners;
  • Maintain a well-organized and continually updated contact list of individuals, groups, organizations, and forums (including Government, UN, and bilateral counterparts) for effective communication purposes;
  • Ensure the Gender Equality and Social Inclusion (GESI), and diversity principles and practices are incorporated into the campaign products, following the UNOPS and EU-GOJUST2 objectives;
  • Support the Senior Project Manager in annual work planning/budgeting on activities related to the behavior change and campaign activities, including but not limited to, regular assessment, forecasting, and reporting of accomplishments;
  • Provide other implementation support as requested by management, which is relevant to the assigned functional areas and tasks.
3) Knowledge Management and Dissemination: 
  • Support the project team in ensuring reforms are understood, accepted, and practiced by stakeholders through training, microlearning, and communication materials, with a focus on marginalized sectors;
  • Ensure the regular maintenance and updating of the EU-GoJUST  project  website and other KM platforms,  ensuring  accurate  and  timely  dissemination of information;
  • Support the implementation of plans to promote the access and use of existing manuals, research, and educational tools, while ensuring EU branding and broad accessibility;
  • Support the project team in the production of fact sheets as well as  success stories and/or articles to promote the project activities in the Philippine public and inside the UNOPS/ UN System.
4) Institutional Capacity Building Support:
  • Assist the Project Manager and the Technical Advisory team in conducting relevant training/ orientation sessions on justice sector reforms in order that these are understood, accepted, and practiced by stakeholders. This can be through the conduct of relevant training, microlearning, and communication materials, with a focus on marginalized sectors;
  • Assist the Technical Advisory team in conducting needs assessment of partners and target audiences related to the development and implementation of behavior change and campaign activities. 

Education/Experience/Language requirements

Education:
  • A first-level University degree (Bachelor's Degree or equivalent) in Communication, Journalism, Public Relations, International Relations, Behavior Change Communication, Social Marketing, or a related field is required.
  • An advanced university degree (Master’s Degree or equivalent) is desirable, and may substitute some of the required years of experience.

Experience:
  • A minimum of two (2) years of relevant work experience in communication, behavior change campaigns, media,  journalism or related field is required.
  • Experience in developing and producing high-quality publication materials (audio-visual, communication, educational, etc.) is a distinctive asset.
  • Experience working on development projects such as justice sector reform and similar projects is an advantage.
  • Experience working with Social Behavioural Change Communication or social marketing in the context of social development projects/ programs is an asset.
  • Experience in producing analytical reports and communications products is an asset.
  • Experience in working with the UN is an advantage.

Language Requirements:
  • Full working knowledge of English is required.
  • Fluency in both written and spoken Tagalog is required.
  • Knowledge of one major regional dialect will be an advantage.
