Position Objective
The Benefits and Entitlements (B&E) and Payroll Officer, reporting to the Total Rewards Specialist within the Global HR Centers of Excellence, is responsible for managing and administering staff benefits, payroll and other related programs. The Officer ensures accurate and timely delivery of all benefits-related entitlements, including insurance, pension, education assistance, home country travel, leaves and absences, among others, as well as the end-to-end payroll cycles using the Oracle system.
The Officer also plays a key role in providing advice on appointment benefits for incoming staff, and final separation settlements for outgoing ones. The Officer supports the continuous improvement of benefits and payroll operations through appropriate recommendation stemming from monitoring metrics. The Officer may contribute to the design and update of rules and procedures, serve as primary liaison with internal stakeholders and external vendors, and assist in broader compensation and rewards-related initiatives.
Purpose
- Manage and coordinate end-to-end administration of staff benefits and entitlements programs including insurance, pension, education assistance, leaves and absence, and appointment and relocation-related benefits and entitlements.
- Serve as the Payroll Administrator for the Fund, leading the monthly payroll cycle and off-cycle processing of advances and other voluntary contributions, ensuring accurate and timely monthly payroll processing through Oracle.
- Ensure benefits and payroll policies and procedures are accurately reflected in system configurations, supporting the design, documentation, and continual improvement. Develop and refine standard operating procedures as necessary.
- Facilitate separation clearance procedures and ensure accurate calculation of final emoluments, including coordination stakeholder units including general services, finance and IT.
- Provide support in refining benefits and payroll systems and processes and in configuring/re-configuring Oracle to align with policy changes.
- Develop, update and maintain compliance with rules on benefits and entitlements, and take full responsibility for generating standard operating procedures in line with evolving rules and processes.
- Contribute to compensation-related benchmarking, data analysis, execute data simulations for budgeting and cost optimization as well as process documentation.
- Analyze trends and practices in benefits and payroll operations; develop reports that contribute to workforce planning, budgeting, and senior-level decision-making.
- Where appropriate, audit the accuracy and completeness of benefits and entitlements data in existing systems (HCM Core) and generate reports that support budgeting and other internal programs
- Actively support and contribute to special projects and activities as it relates to benefits and entitlements, as part of the wider total rewards, where required and support in developing further frameworks as it pertains to B&E, and potentially introducing new programs.

Engagement
Act as the focal point for benefits and entitlements-related advice on onboarding and offboarding to HR Business Partners, hiring managers and staff. - Partner with internal stakeholders (finance, data and systems, banks and external service providers) to ensure coordinated execution of payroll and benefits programs.
- Promote awareness of benefits and entitlements programs and payroll deadlines through communications and user support.
- Participate in the development and rollout of new reward initiatives by providing technical and operational input based on experience with payroll and benefits program administration.
- Build and maintain relationships with HR networks and other communities of practice with relevant international organisations.
Delivery
- Ensure monthly payroll processing and reconciliation is completed within established timelines, incorporating salary changes, deductions, allowances, and final payouts.
- Ensure quality control of payroll data including salary, benefits, deductions, and adjustments.
- Fully responsible for computing all benefits and entitlements, and entry/exit calculations for all staff joining and leaving the Fund.
- Analyze payroll and benefits trends and provide monthly reports to support planning, budgeting and cost optimisation.
- Manage regular updates in Core HCM and individual staff records to reflect changes in benefit status, payroll, and entitlements in accordance with policies and audit requirements.
- Serve as point of contact for internal and external audits related to compensation and benefits.
- Conduct post-payroll audits and prepare documentation for internal/external audits and compliance reviews.
- Troubleshoot and resolve Oracle payroll issues or errors in coordination with IT and vendor support.
Requirements (Education, experience, technical competencies required of the job)
- Master’s Degree in Human Resources, Business/Public Administration, Economics, Statistics, Social Sciences, or a related field. A Bachelor’s Degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s Degree requirement
- At least 4 years of directly relevant experience in management and administration of benefits, entitlements; with at least 2 years experience in payroll
- Demonstrated experience in data analytics and ability to present data in meaningful form
- Experience in Oracle payroll a distinct advantage
- Prior experience with HRIS/ERP is essential
- Excellent written and oral communication skills in English is essential; knowledge of another United Nations language is an advantage
- Previous experience within an international organisation and interacting with diverse cultures a distinct advantage
