Context

Under the overall supervision of the Head of Programmes, and the direct supervision of the Programmes Coordinator (PSU) and in coordination with the Programme Managers, the Programme Support Officer (PSU) will support IOM Chad Country Office’s (CO) resource mobilisation and external liaison functions through project development and donor reporting; and will assist in internal coordination and developing strategies that respond to new and emerging challenges for Chad CO.

Responsibilities

1. Provide technical support and contribute to the conceptualisation, design, and development of new programmes/projects responding to emerging trends and priorities, in close coordination with relevant Program Managers, Programmes Coordinator (PSU)/Chief of Mission (CoM)/Regional Office (RO)/Headquarters (HQ) and external partners, checking compliance with donor interests and requirements.

2. Support donor contract management through coordinating the administrative and financial aspects of new and ongoing contracts, including activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.

3. Contribute to the consolidation and analysing of data on programme implementation and indicators in close coordination with Programme Managers, Head of Programmes, CoM, and senior management to draft regular progress reports to be submitted to donors, partners and IOM Regional and Headquarters.

4. Research potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities and assist with developing approaches to expand the IOM donor base.

5. Support with country office briefings and presentations, talking points and well as the preparation of transversal analysis and snap-shot documents as needed.

6. Assist in the overall integration of Monitoring Evaluation Accountability and Learning (MEAL) outputs in existing and new projects in partnership with the Monitoring and Evaluation (M&E) Officer and Program Managers; and support the development of M&E data collection and quality assurance tools for projects or programs.

7. Assist in coordinating the compilation of reports and papers on IOM strategic approaches and priorities for internal and external distribution; and research, draft, and provide documents necessary for project development, reporting and donor liaison purposes.

8. Provide general administrative and technical support in preparation and organization of conferences, meetings, and trainings and other events related to donor liaison and IOM-United Nations, including communication and liaison with donors, and counterparts.

9. Support Programmes Coordinator (PSU) where needed in providing strategic guidance to the CoM, and in liaison with relevant authorities, United Nations agencies, non-governmental organizations (NGOs), and other stakeholders.

10. Keep accurate and pertinent records of all correspondence, project development and reporting files and administration information including maintaining the Project Tracking Matrix, SharePoint, and PRIMA files; In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software application.

11. Review resource requirements, document programmatic needs, gaps and opportunities. Contribute to the alignment to IOM global, regional and country strategies during project development and donor reporting, including supporting and encouraging the use of Strategic Results Framework (SRF) global results and indicators.

12. Assist in developing reporting, information-sharing and communication templates, protocols, and tools in close coordination with the different project teams to facilitate and improve the internal communication.

13. Support the strengthening of the overall coordination of monitoring and evaluation within the mission.

14. In close coordination with relevant Units at IOM Chad, draft visibility and other resource mobilization materials and organize donor briefings and visits.

15. Provide support to the mission in establishing and maintaining strong partnerships with Government entities, implementing partners, UN agencies and other stakeholders.

16. Monitor project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements.

17. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Previous experience working in an international organization and knowledge of the UN is essential;
  • Previous experience with and knowledge of foreign government funding mechanisms is essential; 
  • Previous work in relevant issues such as migration, livelihoods and job creation strategies, displacement and stabilisation across the region of Central and West Africa is essential; and,
  • Experience in project development, reporting, fundraising and donor relations, and/or project monitoring and evaluation required.

Skills

  • Good knowledge of programme management cycle;
  • Strong project development and report writing skills, including for developing results matrices and logframes, and critical analysis; and,
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc. is essential.

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of a local language and/or another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
