curation, and online safety or cybersecurity aligned with the standards and guideline in Education
Technology Framework.
 
Background:
 
The landscape of technology use in education in Bhutan underwent a notable change following the COVID-19 pandemic. This period started an increase in the use of technology for teaching and learning, supported by greater school connectivity, capacity building of teachers and development of digital teaching materials by the Ministry of Education and Skills Development (MoESD). Furthermore, collaborations with key partners like GovTech and local edtech companies helped in advancing digital approaches to teaching and learning.
 
Despite these encouraging developments, Bhutan, as a developing country, continues to grapple with challenges to secure adequate investment for capacity building of teachers on emerging technologies and development of digital content on the existing curriculum, thereby restricting equitable access to quality education. A particular concern is the prevailing gap in digital competency of teachers on digital pedagogy, use of Edtech tools, and to navigate the online platforms securely and responsibly, leaving many of the teachers inadequately prepared in a digitally driven world.
 
In recognition of these challenges, UNICEF in partnership with the European Union and MoESD, initiated a three-year action called “Supporting Inclusive Access to Digitalization in Education and Skills in Bhutan”. The overall goal is to “improve learning outcomes and skills development through investment in the digital transformation of the education system, thereby contributing to greater employability, economic growth, and poverty reduction”.
 
One activity under the initiative is to enhance digital competencies of teachers in schools of Bhutan. Education Technology Framework (ETF) was developed to define the digital literacy standards for teachers, students and ECCD facilitators including the guidelines on training of the teachers, emphasizing the importance of structured digital transformation in the education system.
Based on the ETF standards and guidelines, there is a need to develop high-quality teacher training packages with specific focus on: 
 
• Competency on technology integration in teaching and learning,
• Competency on digital content creation and curation,
• Competency around online safety and cybersecurity to safeguard learners in digital landscape.
 
This assignment on the development of three training packages, focusing on digital skills for teaching and learning, digital content creation and curation, and online safety or cybersecurity is essential to help equip Bhutanese teachers with the digital competencies required to leverage digital opportunities in education. Targeted training for teachers is crucial not only to enhance the quality of instruction and student engagement but also to foster a secure and responsible digital environment within schools.
 
Scope of Work:
 
The selected consultant will develop three distinct, comprehensive, and practical teacher training packages. Each package must be aligned with the Education Technology Framework and existing guidelines related to teacher capacity development in Bhutan. The packages should be designed for use in both face-to-face and blended/online delivery modes, incorporating interactive methodologies, practical exercises, and assessment components. The work will involve curriculum design, content development, and the creation of trainer guides including training materials.
 
1. Curriculum design for the three teacher training packages based on the ETF standards and guidelines.
  • Analyse Bhutan’s Education Technology Framework (ETF) comprehensively and map the three core training areas (digital skills for teaching and learning, digital content development and curation, and online safety/cybersecurity) to the competencies and guidelines outlined in the ETF to ensure coherence and relevance.
  • Engage with key stakeholders within the MoESD (STEM & Innovation Division and Teacher and Educational Leadership Division) and GovTech Agency (Bhutan Computer Incidence Response Team) to ensure the proposed teacher training packages are fully aligned with their strategic objectives and implementation plans.
  • Review the draft Digital Literacy Capacity Building Plan for Teachers developed by MoESD to ensure the teacher training packages align with this plan's objectives and rollout strategy.
  • Develop detailed instructional design plan for each of the three training packages. Each plan will include topics, learning outcomes, recommended pedagogies aligned with the ETF’s guidelines on training of the teachers, description of activities, description for modes of delivery and assessment strategies.
2. Content development and facilitator’s guide for the three teacher training packages.
  • Create practical and pedagogically relevant content including diverse digital learning materials (interactive exercises and video tutorials).
  • Identify and curate relevant Open Educational Resources (OERs) that may be adapted to support elements of module plans for the three areas of teacher training package.
  • Develop a package of engaging and visually appealing materials (presentation slides, facilitator checklists, informative handouts, clear infographics, weblinks and supporting audio-visual resources) for participants and facilitators use during the training.
  • Develop detailed, step-by-step session plans/guide for facilitators. These guides include pedagogical guidance, time management suggestions, and practical troubleshooting tips for common technical or learning challenges.
  • Design assessment tools including rubrics for practical assignment, pre- and post-training assessments and feedback forms for comprehensive evaluation of training effectiveness.
3. Digitalisation of the three teacher training packages.
  • Organise and package the three teacher training modules in a format optimised for digital accessibility by both MoESD and individual teachers.
  • Recommend appropriate digital pedagogies and platforms best suited for delivering these training packages to Bhutanese teachers, ensuring ease of access and optimal learning experiences.
4. Presentation to relevant stakeholder, finalisation and initial rollout support of the training packages
  • Present the complete teacher training packages to relevant stakeholders, including MoESD and GovTech, for their review and final feedback.
  • Incorporate all feedback and comments received from stakeholders to finalise the training packages and submit the final versions of the three teacher training packages.
  • Facilitate and support the conduct of the national-level Training of Trainers (ToT) workshop, equipping key personnel to effectively deliver the new training packages.

Travel International: The consultant is expected to undertake two missions to Bhutan, with a total estimated duration of 14 days.

  • The first mission, estimated to last 7 days, will involve engagement with key stakeholders from the Ministry of Education and Skills Development (MoESD) and GovTech to support the development of training packages.

  • The second mission, also estimated at 7 days, will focus on supporting the facilitation of the Training of Trainers (ToT) workshop.

The costs associated with these missions must be included in the financial proposal.

Payment terms and conditions:
 
The consultant’s payment terms and conditions are specified below upon certification by UNICEF's Education Officer that all deliverables have been submitted satisfactorily and based on incorporation of feedback and comments. The final payment to the consultant will be made after successful completion of all deliverables and submission of consultancy performance appraisal.
  • 20% upon completion of "Deliverable 1" and acceptance by UNICEF.
  • 20% following the completion of "Deliverable 2" and upon acceptance by UNICEF.
  • 30% upon completion of "Deliverable 3" and acceptance by UNICEF   and feedback from the stakeholders and endorsed by UNICEF.
  • 30% following submission of the final investment report and upon acceptance by UNICEF.

To qualify as an advocate for every child you will have… 

Qualification: 

  • An advanced university degree (Master’s or higher) in information technology, education, digital transformation, educational technology or any other relevant field

Work experience: 

  • A minimum of 5 years of hands-on experience in implementing and managing education technology projects, with a proven record in developing countries or contexts similar to Bhutan.
  • Experience in designing and developing teacher training packages focused on digital literacy and educational technologies, at both international and national levels.
  • Record of successfully facilitating teacher training programmes across critical areas including digital skills for teaching and learning, digital content development and curation, and online safety/cybersecurity.
  • Experience in the digitalization of teacher training packages, transforming content into engaging, accessible, and scalable digital formats for effective online and blended learning.
  • Prior experience working with a UN system agency or organisation in a relevant capacity is considered a significant asset.
Submission of Proposals and Evaluation Criteria
Proposal should include the following:
  1. Motivation Letter.
  2. Consultant’s full Curriculum Vitae.
  3. Proposed approach and methodology that will be followed in executing the assignment.
  4. A lump sum fee structure, indicating a breakdown of professional fee for the anticipated number of working days, including travel.5.
  5. Name(s) of collaborator(s) (if applicable) with their full curriculum vitae.
  6. Reference to similar work (final products or links to previous work can be shared along with the proposal)

Selection will be done by UNICEF Bhutan as follows:

1. Technical Evaluation (75 points)

  • Education Background - 15 points
  • Relevant work experience - 30 points
  • Technical proposals - 30 points

Note: candidate should score minimum of 55 points out of 75 points in technical evaluation.

2. Financial Evaluation (25 points)

Procedures and Logistics

  1. The consultant is expected to use his/her computer and work from his/her own workstation. UNICEF Bhutan will provide an office space and internet connection while the consultant is in Bhutan. However, the consultant will arrange his/her own logistics for the travel.
  2. The consultant will report the progress periodically to the UNICEF's Education Officer, who will monitor the progress, provide further directives and endorse the report.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
