Context

Under the overall supervision of the Chief of Mission (CoM) in Chad, the direct supervision of the Head of Programmes and in close coordination with the Programme Managers and Resource Management Unit, the Programmes Coordinator (PSU) will be responsible for the management of the Programme Support Unit and ensure provision of support in project development, Monitoring and Evaluation (M&E), and reporting for all IOM programmes in Chad. In addition, the Programmes Coordinator (PSU) will coordinate, advise, and provide support to donor relations.

The Programmes Coordinator (PSU) will provide oversight to streamline and ensure the following: efficient internal and external sharing of information; timely and accurate reporting though robust M&E structures; sufficient funding of the humanitarian response in Chad through project development and strong donor relations.

Responsibilities

Programme Development, Policy and Liaison

1. Act as a Focal Point in Chad for the development of new programmes/projects, policy in close coordination with the CoM, Head of Programmes, Headquarters (HQ), Regional Office (RO), relevant Programme Managers, relevant authorities and international and regional institutions, as well as partners’ organizations in public/private sector.

2. Act as donor relations and IOM intradepartmental Focal Point in Chad and respond to inquiries from HQ and the network of IOM ROs.

3. Contribute to the conceptualization of programmes and develop projects based on solid results framework that respond to emerging trends and national and donor priorities.

4. Oversee compliance of all project development and reporting with the IOM Project Handbook and other policies and regulations.

5. Provide guidance and support on migration governance issues to the United Nations Country Team (UNCT), United Nations Agencies, and the Residence Coordinators Office (RCO) to facilitate the inclusion of migration governance issues in UN processes and frameworks, including but not limited to Common Country Analysis (CCAs) and UN Sustainable Development Cooperation Frameworks (UNSDCFs), and facilitate IOM’s active participation in all relevant working groups.

6. Provide guidance and support on migration governance to UN bodies and national frameworks, facilitating the integration of migration issues into policies and development agendas, while co-leading the UN Network on Migration in Chad to support the Global Compact for Migration.

Programme Monitoring and Evaluation

7. Analyze trends, issues and progress of all programme implementation in Chad.

8. Coordinate between the Resources Management Unit and Heads of Unit, Programme Coordinators to ensure that the latter are observant of financial, administrative and procurement requirements in line with IOM rules and regulations.

9. Coordinate and administer the operational, administrative aspects of the Programme Support Unit (PSU) in Chad including oversight responsibilities of Programme Support Unit’s staff.

10. Oversee the M&E Team in order to generate data and inform/identify in advance implementation challenges, formulate solutions and ensure timely delivery of activities and services within the designated timeframe.

11. Track and control grant agreements to better support activities undertaken by IOM’s Implementing Partners.

12. Coordinate with programme coordinators/units to support drafting of donor proposals and regular progress reports to be submitted to donors, RO, and HQ.

13. Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.

Media and Communications

14. Supervise the Media and Communications Unit and ensure that it’s adequality resourced to respond to the respective needs of the Country Office (CO).

15. Ensure that the Media and Communications Unit is regularly updated on programmatic developments and needs and that media communication outputs are delivered in a timely and regular manner with the required quality level in the relevant platforms in line with the IOM visibility guidelines.

Mission Support

16. In coordination with Programme Managers, identify areas of programme implementation which require the Head of Programmes’ intervention.

17. Draft inputs for policy briefings in relation to the liaison functions with the de facto Government of Chad, senior partners, visiting delegations and donors.

18. Support in preparation for inter-agency meetings in relation to the establishment and implementation of joint programmes in coordination with Head of Programmes as well as any other meetings, as requested.

19. Ensure adequate follow-up with Chad staff in support of the CoM's strategic input and key decisions, including assistance with the CO's development of a country programme.

20. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences, Business Administration, and/or International Relations or Law from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Program Support and Program Development experience with proficiency in IOM systems, rules and regulations;
  • Complementary experience in Development fields and Humanitarian Operations;
  • Solid experience on donor liaison and resource mobilization;
  • Experience and/or familiarity with PRIMA will be a distinct advantage;
  • Experience to work with Government and Donors; and,
  • Demonstrated ability and experience to supervise and manage staff at an operational level in humanitarian emergencies.

Skills

  • Excellent knowledge of the IOM project management cycle;
  • Excellent reporting and writing skills;
  • Good knowledge of UN and bilateral donor programming;
  • Strong computer skills; and,
  • Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of Arabic is an advantage.

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
