Job Description
The Joint Progress Monitoring Mechanism (JPMM) is a coordinated and harmonised approach to measuring progress toward durable solutions for internally displaced persons (IDPs). Reliable, disaggregated data on IDPs is essential to inform evidence-based planning, resource allocation, and policy decisions for communities across Ukraine impacted by displacement and the ongoing war. This consultancy supports a pilot implementation of the JPMM in two communities, targeting both IDPs and non-IDPs to assess outcomes and vulnerabilities across key domains, including housing, livelihoods, protection, access to services, and social cohesion.
The Consultant will lead the methodological design, remote oversight of data collection, and in-depth analysis of survey findings and related research. The Consultancy will culminate in a publication-ready analytical report and recommendations brief to guide future iterations and potential scale-up. The scope of work encompasses refining the sampling design, developing survey tools and field protocols, ensuring quality control during data collection, and producing actionable insights to inform durable solutions programming in Ukraine. The pilot aims to lay the groundwork for a standardized approach to monitoring (re-)integration outcomes that can be incorporated with government-led frameworks for population statistics and recovery

Responsibilities
First Deliverable – Final Methodological Package
Finalize the full methodology package for the pilot survey, incorporating refinements to the sampling approach, field implementation strategy, and data analysis plan. This includes confirming the sampling design for both IDPs and non-IDPs across the two Hromadas, finalizing the household questionnaire based on the JPMM indicators, and preparing a comprehensive field protocol for enumerators. The deliverable will also include a finalized analysis framework with clear procedures for binary coding, composite indicator calculation, and criteria scoring at the household level. Deliverable by email, October 1, 2025.
Second Deliverable – Quality Assurance Report
During the active data collection phase, the Consultant will provide ongoing technical oversight and remote quality assurance of data collection by implementing partners. This includes reviewing field protocols, refining enumerator guidance, and ensuring the consistency and reliability of data through regular monitoring of collected datasets. Weekly written feedback will be provided to field teams to address data inconsistencies or procedural issues. A report outlining quality control measures, challenges encountered, and solutions implemented will be produced by the end of this phase. Deliverable by email, November 15, 2025.
Third Deliverable – Analytical Report (for publication)
Following completion of data collection, the Consultant will lead the data analysis phase from weeks 17 to 24. This will include the coding and aggregation of survey data in line with the JPMM framework, generating composite scores across key criteria—Housing, Livelihoods, Protection, Access to Services, and Social Cohesion. The Consultant will produce a publication-ready analytical report that presents the main findings of the pilot survey, including disaggregation by IDP status and settlement, and identifies emerging patterns and gaps. The report will feature visualizations and policy-relevant insights to support strategic planning around durable solutions. Deliverable by email, 30 December, 2025.
Fourth Deliverable – Recommendations Report
The Consultant will develop a separate technical note summarizing key operational and methodological lessons learned during the pilot. This recommendations report will outline what should be refined, changed, or improved in future iterations of the JPMM survey. It will include targeted suggestions on sampling, questionnaire design, implementation logistics, and analysis strategy. Where applicable, updated tools or templates may be annexed. This deliverable will serve as a forward-looking document to inform scale-up planning and broader application of the JPMM approach. Deliverable by email, 31, January 2026.

- Effective engagement with clusters and partners throughout the consultancy in service of the broad consultative process for the deliverables.
Qualifications
- Master’s Degree in Social Science, Public Administration, Public Policy, Economics, or related field from an accredited academic institution with at least 3 years of relevant professional work experience;
OR Bachelor’s Degree with at least 5 years of relevant professional work experience.
- Experience working with international organizations, preferably in the context of humanitarian and/or early recovery response are required.
- Proven record of active engagement within cluster coordination structures or other forums of the humanitarian architecture is required.
- Familiarity with the quantitative and qualitative research methods in the humanitarian settings.
- Experience in delivering capacity building in the spheres of applied research or analysis, including humanitarian planning will be considered an advantage.
- Excellent writing and analytical skills are required.
- Knowledge on the context of Ukraine is desirable but not required.
- Proven experience in designing and implementing complex household surveys, including sampling methodologies, questionnaire development, and analysis frameworks—ideally within humanitarian or displacement contexts.
- Strong skills in developing field protocols, remotely overseeing data collection, and ensuring data quality and reliability through monitoring, feedback mechanisms, and troubleshooting with field teams.
- Demonstrated ability to conduct in-depth data analysis and produce clear, publication-ready analytical reports, including visualizations and policy-relevant recommendations tailored to diverse stakeholders.
- Fluency in English is required, working knowledge of Ukrainian is an advantage.
