Job Description

Context and Scope
 
IOM in South Sudan has a broad range of programming cantered around three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

As part of its community development portfolio, IOM is implementing a project with the Government of South Sudan in partnership with World Bank the Enhancing Community Resilience Project Phase II – ECRP II, that seeks to address key gaps in basic service delivery and strengthen local institutions to improve the situation in 12 target counties in South Sudan. The project aims to contribute to the building and strengthening of government institutions at village, municipality, county, state and national level, in line with the Local Government Act (LGA) 2009.

Under overall evaluation of the Chief of Mission (COM), the general coordination of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) in Juba, and the direct supervision of the Governance and Capacity Building Coordinator, and in close collaboration with relevant units, the National Capacity Building and Governance Officer will support the coordination and implementation of local governance and capacity-building activities under ECRP II. The incumbent will contribute to the day-to-day field-level implementation, coordination with stakeholders, and monitoring of assigned activities.

Responsibilities

  1. Assist in coordinating and supporting the roll-out of community engagement and local governance activities under the ECRP II project, in collaboration with relevant units and field teams.
  2. Conduct stakeholder engagement at the national level with line ministries, government directorates, and other relevant government institutions, ensuring alignment with project objectives.
  3. Support the implementation of training sessions and workshops for local government representatives and community structures at boma, payam, and county levels, in coordination with technical advisors and field teams.
  4. Coordinate with local authorities and community stakeholders to facilitate the smooth delivery of capacity-building activities in line with the approved work plans.
  5. Assist in the preparation and distribution of training materials and outreach tools, in coordination with technical advisors.
  6. Provide inputs and logistical support for field-level activities, including training, mentoring, and follow-up sessions with community actors and government counterparts.
  7. Collect, compile, and analyze data, reports, and feedback from the field to support project monitoring, learning, and adaptive implementation.
  8. Participate in regular field visits to monitor activity implementation, identify challenges, and contribute to problem-solving efforts in collaboration with field teams.
  9. Support effective communication and coordination with community-based organizations and local governance counterparts to promote ownership and sustainability of interventions.
  10. Contribute to internal and external reports by providing timely and accurate updates on implementation progress, achievements, and challenges.
  11. Support the preparation of donor reports, including interim and final submissions, by providing relevant field-level inputs and data.
  12. Perform such other duties as may be assigned.

Qualifications

Education
  • Masters degree from an accredited academic institution in international development, international relations, social sciences or related field of study, with two years of relevant professional experience; Or
  • Bachelor’s degree in the above fields with four years of relevant professional experience. 
Experience
  • Experience in project implementation in post conflict or transitional situations.
  • Experience in leading and designing government-focused capacity building activities.
  • Experience in liaison with the government counterparts at national level
  • Experience in leading trainings of local government bodies.
  • Experience with local governance, participatory, community engagement, development approaches; and,
  • Work experience and knowledge of the social structure of South Sudan or similar regional contexts.
Skills
  • Ability to design, facilitate and deliver training sessions effectively.
  • Excellent report writing and analytical skills.
  • Strong interpersonal and communication skills.
  • Solid organizational and time management skills; ability to work under pressure in a fast-paced and detail-oriented team environment.
  • Proficient computer skills, including strong command MS Word, Excel, PowerPoint, and standard email/internet tools.
Languages
  • Thorough knowledge of English language is required. Knowledge of local languages is essential.
