Job Description
IOM in South Sudan has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental health and Psychosocial support and the Management of a Rapid Response Fund. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page issues, Transition and Recovery, Transhumance conflict prevention, Community-based violence reduction, Community development and Migration Management.
Under the overall supervision of the Program Manager (ECRP), and the direct supervision of the Project Coordinator (Technical Infrastructure), and in coordination with field teams, the incumbent will be responsible and accountable for planning, organizing and implementing construction projects under various programs of the IOM, Enhancing Community Resilience and Local Governance Project Phase II.
In this context the incumbent will plan preconstruction activities and direct site assessment teams for the identification of suitable projects, preparing drawings and BoQ’s and preparing tender documents and support tendering and awarding of contracts. Further the incumbent will do the implementation monitoring work as per the guidance of the Project Officer Tech Infra/Roving Engineer and engage in post construction monitoring activities.
Responsibilities
- Provide technical oversight and review during the assessment, identification of technical alternatives, and the design, implementation, and monitoring of infrastructure activities under the guidance of the Infrastructure Technical Lead.
- Ensure that infrastructure works adhere to the defined scope, timeline, and budget in accordance with Infrastructure Compliance Guidelines, Standard Operating Procedures (SOPs), Post Descriptions (PDs), and the ECRP project strategy. Identify and escalate issues of non-compliance to the supervisor.
- Verify that activities are performed in accordance with the specifications in the project proposal and provide timely recommendations to the supervisor of any pertinent change requests.
- Lead the implementation of project work plans and inform the supervisor of any delay or workaround required for timely completion of activities.
- Monitor project implementation through regular visits to the areas of operation, verify that materials and resources are used in accordance with design and technical specifications, follow up on contractors scheduling and prepare completion certificates.
- Perform such other duties as may be assigned.
Qualifications
- Bachelor’s degree in civil engineering, Construction Management or related fields from an accredited academic institution with four years of relevant professional experience; or,
- Master’s in above-fields with two years of relevant professional experience
- Experience in civil engineering in the development sector.
- Experience with I/NGO or UN agencies.
- Experience in managingstaff both direct line managingand contractor staff.
- Relevant experience in writing reports
- Knowledge of protection standards
- Working knowledge of Microsoft Word, Excel, Power Point and Outlook
- Working knowledge of Auto CAD software
