Scope and Context

IOM in South Sudan has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental health and Psychosocial support and the Management of a Rapid Response Fund. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page issues, Transition and Recovery, Transhumance conflict prevention, Community-based violence reduction, Community development and Migration Management.

Under the overall supervision of the Program Manager(ECRP), and the direct supervision of the Project Coordinator (Community Resilience), and in coordination with field teams, the successful candidate will be responsible and accountable for planning, organizing  and providing guidance to the operational aspects of the ECRP II project and supporting on programmatic tasks to ensure efficient implementation and proper communication and coordination with ECRP Technical Teams, IOM technical units and external stakeholders, such as government, donors and other agencies.

The National Project Officer (Community Resilience) will provide direct supervision to the field implementation teams covering Upper Nile State, Unity State, Ruweng Administrative Area, Pibor Administrative Area, Jonglei State and Western Bahr el Ghazal. Furthermore, the incumbent will coordinate the technical leads in Community Infrastructure, Disaster Risk Management and Governance and Capacity Building. The candidate will also liaise with project reporting, safeguarding, M&E and other teams to provide consistent linkages between programme implementation and other project support units, as well as with procurement, logistics, finance and resource management teams in IOM.

 

Responsibilities

  • Support the day-to-day operational implementation of the ECRP, ensuring that activities are conducted in line with approved plans, budgets, timelines, donor requirements, and IOM procedures.
  • Assist in ensuring effective and timely execution of project activities to meet agreed targets, considering the seasonal and contextual dynamics of South Sudan.
  • Support adherence to financial, procurement, and administrative procedures, in line with IOM regulations and standards, contributing to proper documentation, accountability, and compliance.
  • Coordinate with field teams and technical colleagues to facilitate consistent and well-organized implementation of project activities related to community infrastructure, disaster risk management, and governance.
  • Contribute to quality assurance of project delivery, including regular data collection, analysis, and the preparation of updates for internal and external reporting, including government and donor partners.
  • Monitor progress in the field, supporting local implementation partners and IOM field staff in the planning and delivery of activities at different administrative levels.
  • Liaise with relevant IOM units and programmes, promoting coordination and information sharing to improve the overall impact of the ECRP within the mission.
  • Foster a collaborative working environment within the ECRP team by supporting teamwork, learning, and knowledge sharing.
  • Collaborate closely with technical staff and project leadership, including the Senior Programme Coordinator, to support consistency in institutional strengthening efforts under ECRP.
  • Undertake field visits, as required, to monitor activity implementation, identify challenges, and provide practical support and coordination on the ground.
  • Assist in the preparation of progress updates and donor reports by providing inputs and field-level information as required.
  • Perform other related duties that may be assigned to support the effective implementation of the programme.

Qualifications

Education
  • Masters degree from an accredited academic institution in international development, international relations, social sciences or related field of study, with two years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with four years of relevant professional experience. 
Experience
  • Experience in project implementation in post conflict or transitional situations.
  • Experience in leading and implementing program activities in field locations in South Sudan.
  • Experience in liaison with the government counterparts at national level.
  • Experience in staff management, in person and in remote management.
  • Experience with local governance, participatory programming, community infrastructure, or disaster risk management an asset.

Skills

  • Ability to supervise and manage staff operating a complex integrated package of programming;
  • Excellent report writing and analytical skills;
  • Strong interpersonal and communication skills;
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment; and,
  • Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.
Languages
  • Thorough knowledge of English language is required. Knowledge of local languages is essential
