Your team
Your role
- act as proactive business partner for a portfolio of business areas in the conduct of public tenders, three- and/or five-quote procedures and any other procurement procedures, to ensure that the entire procurement process is sound and effective, including establishing sourcing strategies and plans for certain categories of procurements as strategic service provider and recognised partner with relevant business domain knowledge;
- provide procurement expertise, advice, guidance and support at all stages of the procurement cycle, covering the full spectrum of procurement-related matters and decision-making, thereby offering effective solutions, ensuring value for money, and maintaining compliance with the procurement rules;
- review and approve tender documentation; participate in the evaluation of offers and in negotiations;
- act as the single point of contact for all communication with applicants/bidders during a public tender procedure;
- contribute to the collection and analysis of procurement data for decision-making, to improve the overall external sourcing of goods and services and contribute to the overall cost management of the organisation ;
- contribute to developing and maintaining procurement policies & rules, procedures, processes, guidelines and documentation templates;
- provide input into and coordinate conceptual developments by the CPO.
Qualifications, experience and skills
- a master’s degree or equivalent in business administration, economics, law, finance, IT, engineering or another relevant field (for details on degree equivalences);
- in addition to the above, two years of relevant professional experience in the area of procurement and contracts or related areas;
- professional experience in public procurement and public tenders or related areas;
- experience in drafting and maintaining commercial or financial management documentation, such as requests for proposals, invitations to tender, controlling reports, data analytics reports, etc.;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
- working knowledge of EU procurement law and related international procurement standards and procedures and/or other procurement activities ;
- a good working knowledge of MS Office, such as Word, Excel and PowerPoint;
- knowledge of document management systems such as OpenText Livelink;
- user knowledge of software tools for planning, executing and monitoring procurement procedures or enterprise resource planning systems such as SAP.
