Job Overview:

Under the direct supervision of the WPE Program Manager, the WPE Officer will be responsible for the WPE prevention and response activities in Bulen Woreda and Mao Komo Special Woreda of Benishangul Gumuz Region. The WPE Officer will train and supervise the WPE social workers to respond & prevent GBV issues at Bulen Woreda and Mao-Komo Special Woreda. This includes implementing the EHF project activities along with the provision of capacity building training for IRC staff, Government Actors, IDPs/Returnees, including host community representatives and partners. The WPE Officer is expected to regularly use WPE monitoring and evaluation tools to ensure high-quality service provision.

Major Responsibilities

  • The WPE Officer provides relevant training, guidance, mentoring to WPE Social Workers and service providers (health, legal, protection, psychosocial) and provide quality case management services, including age- appropriate support specialized support and care for adult women, adolescent and girl child survivors through training, daily mentorship, weekly meeting, applying quarterly case workers knowledge and skills assessment tools.
  • The WPE Officer should work with partners to implement GBV Standard Operating Procedures (SOPS) and supervise referral pathways to ensure survivors’ ability to receive confidential, safe, and timely services that meets their needs.
  • The WPE Officer should strictly adhere to GBV guiding principle; manage, monitor & supervise GBV related cases.
  • Ensure proper and safe documentation of reported GBV incidences through utilization of GBVIMS consent, case intake, action plan, follow-up, client satisfaction tool and other case management forms accurately and appropriately, rigorously follow data protection protocol and confidentiality.
  • Develop and maintain effective working relationships with all relevant partners including government and other agencies, other implementing partners, community leaders, local community organizations, and informal structures, and represent the WPE program in all partner meetings and encourage greater communication, collaboration and coordination with all partners.
  • Facilitate training and workshops on GBV related issues for health care providers, government actors, WPEStaff,local authorities, women’s groups, community leaders, religious leaders, youth groups, NGO workers, and any other identified groups.
  • Coordinate case management meetings with service provider involved in its case assistance; actively participate in monthly GBV coordination meetings; and participate in GBV safety audit & other assessments as requested.
  • Enhance participation of Women and Girls at the Women’s and Girls’ Wellness Center (WGWC) and regular review meetings with WGWC steering committee & community advocacy group to improve the safe space activities and quality of GBV prevention and response activities.
  • Assists the WPE Manager related IEC and BCC materials and ensuring messages areappropriate for the community and conduct pre-testing before dissemination.
  • Develops a quarterly, monthly and weekly work and monitoring plan in advance for social workers and/or community workers.
  • Prepare ASP plan and initiate quarter purchase requests for materials and supplies needed for programmatic activities.
  • Supervise the WPE budget utilization via BvA, ASP plan, supply and logistical needs of the WPE activity and ensure adherence to all relevant IRC logistic policies.
  • Collect WPE responses and prevent qualitative and quantitative data, analyze, supervise and evaluate. Share project data and information for problem analysis, planning, and evaluation along with the WPE Manager. The position holder ensures that the GBV planned activities are implemented in accordance with the work plan and spending plan and that the project objectives and committed indicators are met.
  • Any other duties and responsibilities that can be given by immediate and technical supervisors.

Minimum Qualifications:

Educational Requirement:

  • Bachelor’s or master's degree in social work,Sociology,psychology,PublicHealth,Women’sStudies,BusinessStudiesoranyothersocialscience-relatedfield

Work Experience and Skills:

  • 2 years of relevant experience for degree holders, 1 year of relevant experience for masters holders and 5 years of experience for diploma holders.
  • NGO experience is a plus.
  • Experience in participatory techniques and community mobilization include facilitating the training.
  • Able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
  • A clear understanding of gender, power abuse, and issues surrounding violence against women.
  • Strong leadership, interpersonal, organizational and time-management skills; proven track record to prioritize and deliver on time.
  • Strong analytic problem-solving skills
  • Ability to work both independently and in a multifaceted, cross-functional global team structure.
  • Highly proficient in Microsoft Office suite
  • Demonstrated ability to work effectively with partners at all levels.

Language Skills:

  • Proficiency in English, both written and spoken, is essential. Speaking the local language is a plus.
  • Knowledge of the context of the local language is advantageous.
