The EDQM's standards for medicines and their ingredients, compiled in the European Pharmacopeia, are legally binding in its 39 member states (and the European Union) and are also widely used across the globe in the human and animal health sectors. The EDQM also plays a crucial role in the areas of blood transfusion, organ, tissue and cell transplantation and in developing and setting consumer health standards, such as for cosmetics and food contact materials.
The Certification of Substances Department (DCEP) is responsible for the procedure for Certificates of suitability to the monographs of the European Pharmacopoeia (CEP procedure). Within the DCEP, the Evaluation Division takes charge of the scientific assessment of CEP applications and their revisions. The Division is composed of 35 scientists from multiple backgrounds split into four teams, and it works with a network of about 80 quality assessors nominated by national competent authorities.
As the Head of the Evaluation Division in the Certification of Substances Department (DCEP), your role will focus on:
- contributing to the development and implementation of the DCEP objectives with regard to scientific evaluation of CEP dossiers for substances for pharmaceutical use (new applications and their revisions);
- acting as a member of the DCEP management team;
- leading and managing the Division’s financial and human resources, providing clear goals and regular performance feedback, monitoring progress, monitoring targets and performance against KPIs, whilst fostering co-operation, team spirit and a harmonious and efficient working environment;
- managing the Division’s scientific work; acting as a change agent continuously improving operations across the Division to achieve state-of the-art assessments that fulfil stakeholders’ needs;
- participating and/or managing and monitoring the implementation of relevant specific EDQM strategic projects; ensuring the coherence of the EDQM’s work and the smooth running of interdepartmental activities;
- building relations and co-operating effectively with EDQM colleagues and external stakeholders;
- representing the EDQM in international collaborations (e.g. with national agencies) or in conferences; undertaking official journeys in connection with activities; communicating on DCEP’s activities and initiatives.
You must:
- hold a higher education degree or qualification to a Master’s degree () in pharmacy, chemistry, biology or a similar subject;
- have proven experience (minimum 4 years) in a management role: covering large teams, managing complex projects and budgets and experience of managing change;
- have strong knowledge and understanding of the evaluation of quality data for marketing applications of medicines, acquired either in a health authority (or similar organisation) or in the pharmaceutical industry (or similar domain);
- have excellent communication skills in English, both written and verbal, together with the ability to collaborate and partner with multiple stakeholders, and basic knowledge of French or capacity to acquire the knowledge on the job.
You must also:
- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
