Context:

Under the direct supervision of the Chief, EU Policy and Programme Support Division (EUPPSD) and the overall supervision of the Global Office (GO) Director, the Global Programme Support Officer (GPSO)  coordinates and enables  IOM’s overall strategic engagement with the European Union (EU) in close coordination with the Global Thematic Specialists (GTSs). The Global Programme Support Officer builds, manages, and maintains direct relationship between IOM and EU Institutions, Bodies, and Agencies to enhance IOM’s position in policy discussions and support IOM Country Offices (COs) worldwide in their advocacy on EU-related issues, and the development, contracting, compliance, and implementation of EU-funded projects. The GPSO plays a specific role in this context to oversee and manage the Global Programme Support Unit (GPSU) and ensure EU compliance and liaison between IOM and its EU donor counterparts.

The GPSO has the followings functions: advocacy, liaison, donor compliance, resource mobilization, and secondary project review. The GPSO provides analysis on EU external policies, funding, priorities, and developments to colleagues within the GO in Brussels, particularly to GTSs, EU Legal Compliance, and EU Financial Compliance, as well as to colleagues in HQ and COs, and ROs. Additionally, and in coordination with colleagues in the GO in Brussels, the GPSO supports and guides Country Offices implementing EU-funded projects on knowledge management, innovation and learning, capacity building for COs and Regional Offices (ROs), and field visits to support implementation, reporting, evaluation, audits, and verifications.

Responsibilities

Strategic Engagement

  1. Policy Monitoring: Keep abreast of developments globally, monitor and analyse EU policy relating to migration in external action, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies, as well as coordinate the analysis of these developments and positions with GTSs, and disseminate the analysis to ROs, COs, and HQ as relevant. 
  2. Liaison and Engagement: As delegated by the GO Director and/or the Chief, EU Policy and Programme Support Division (EUPPSD) represent IOM and act as a focal point for liaison with external EU partners.
  3. Strategic Planning: Coordinate the development, expansion, implementation, and/or revision of strategic plans. Support horizontal coordination within the GO on EU policy developments and their impact on IOM strategic priorities, resource mobilization, and IOM project development, in coordination with the Chief,  EUPPSD. 
    Lead the organisation of the EU-IOM Strategic Cooperation Framework preparatory work, meetings and follow up, in coordination with the Global Director,  Chief, EUPPSD and the GTSs.
  4. Strategic Analysis and Guidance: Provide authoritative strategic analysis and advice to senior management on emerging EU policy developments, donor priorities, migration trends, and their implications for organisational positioning, programme design and strategies to enhance IOM programming globally.

Technical Support and Coordination 

  1. Coordination: Oversee the GPSU coordination with GTSs, Legal Compliance, and Financial Compliance teams on emerging opportunities, risks, and challenges related to EU policy and funding, links between geographic areas and opportunities to mainstream crosscutting issues.
  2. Capacity Building: Lead and facilitate capacity building initiatives for RO and COs staff on EU engagement, advocacy, priorities, and fundraising as well as project development, implementation, reporting, and compliance for EU-funded programming.
  3. Donor Compliance: Provide strategic and geographic guidance  within the GO, to ROs, and COs on EU policies, priorities, and strategies to enhance programming.
  4. Programmatic Review: Act as secondary reviewer for EU-funded projects, in both centralised and decentralised funding models, as well as direct and indirect funding in coordination with GTSs, Legal and Financial Compliance teams, and the Media and Communications Unit in GO Brussels. 

Resource Mobilization and Funding

  1. Identification: Proactively lead efforts to identify and mobilise resources from EU funding instruments, mapping and disseminating funding opportunities and calls for proposals to relevant GTSs, ROs, and COs.
  2. Engagement Strategies: Develop and implement targeted strategies to enhance IOM’s engagement and success rate in EU resource mobilisation processes, including proposal development and strategic donor outreach.
  3. Support Negotiations: Support and facilitate negotiations with EU donors, positioning IOM effectively to secure funding aligned with institutional and EU strategic priorities.
  4. Analysis: Analyse EU funding frameworks and contribute strategically to resource mobilisation initiatives aligned with EU planning cycles.
  5. Programmatic Monitoring: Support and provide guidance to COs and ROs in follow-up on EU-funded projects in coordination with the GTSs. Flag emerging challenges, trends, opportunities, and risks and advise on corresponding follow-up actions to the Global or RO Directors, Chiefs of Mission (COMs), RTS, and/or HQ as needed. Support COs with course correction as deemed appropriate. 

Knowledge Management, Innovation and Learning

  1. Knowledge Management: Contribute to knowledge sharing platforms and disseminate innovative and best practices for EU funding, advocacy, and engagement externally and internally. Additionally, support the collection and dissemination information and updates to COs, ROs, and HQ on EU policy, decisions, funding, priorities, opportunities, and interests through internal positioning papers and analysis.  
  2. Learning: Lead knowledge management efforts by gathering and disseminating best practices and lessons learned from evaluations, audits, and compliance verifications of EU-funded initiatives.
  3. Innovation: Promote innovation in programme support functions, capacity building, and knowledge management through the strategic use of digital solutions.
  4. Artificial Intelligence: Leverage AI-driven and digital technologies to enhance efficiency, streamline internal processes, and support data-driven decision-making within the GPSU and broader organisation. 

​GPSU Management and Workflow Optimisation

  1. Team Management: Manage the GPSU, ensuring effective staff supervision, development, and performance.
  2. Efficient Workflows: Establish and maintain efficient workflows, ensuring timely and high-quality outputs in proposal development, compliance management, and capacity-building activities.  
  3. Collaboration: Foster a collaborative working environment within the GPSU and across the GO, ensuring clear communication and coordination.
  4. Perform any other duties as may be assigned.

Qualifications

Education 

  • Master's degree in International Relations, Political Science, Social Science or a related field with  seven years of relevant professional experience; or,  
  • Bachelor's degree in the above with nine years of relevant professional experience.

Experience

  • Demonstrated experience in understanding, interpreting and communicating within the Organization EU policies, frameworks and  developments and their impact on IOM’s priorities and programmes;
  • Proven experience in liaising and building networks with governmental and diplomatic officials, as well as with EU Institutions, Bodies, Agencies and/or Delegations, EU Member States authorities, national and international institutions and organizations, civil society and private sector actors; 
  • Proven track record in donor liaison and engagement for policy, advocacy and resource mobilization purposes in the EU context;
  • Demonstrated experience in the area of project development and management, as well as capacity building in relation to EU policies and frameworks;  
  • Demonstrated experience in programme monitoring to ensure donor compliance;
  • Experience working in an international organization, United Nations, or an EU Institution, Body, or Agency; and,
  • Experience supervising in various contexts and leading teams in strategic planning exercises.

Languages

IOM's official languages are English, French and Spanish. 

For this position fluency in English and French is required (Oral and Written). Working knowledge of an official UN Language (Arabic, Chinese, Russian, and Spanish) is an advantage.
