Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
The Senior Partnerships Officer is a key position supporting the Bangladesh Country Program. With the overall objective of achieving high quality and compliant programming, the main goal of this position is to manage a partnership portfolio and support the Partnership Working Group to ensure effective sub-grants management and build strong, sustainable partners. The Partnership Senior Officer will coordinate the daily management of the sub-award lifecycle and invest in their sustainable growth and capacity for the Bangladesh portfolio.
The post is required to coordinate with the following parties:
Internal: Technical Coordinators, Partnerships Department Staff, Finance team, Supply Chain team
External: Partner staff
Highlights of Key Responsibilities
Promote Effective Partnerships:
- Assist partnerships team promoting and applying the IRC Partnership Excellence for Equality and Results System (PEERS), ensuring its understanding and the application of IRC partnership principles, skills, and approaches by IRC and partners’ staff.
- Assisting partnership team to facilitate and document the systematic partner feedback, challenges, recommendations and learnings on principled partnership management.
- Contribute to stakeholder analysis, partner scoping and partners onboarding completing vetting, ATC, community check, reference check and Partners Capacity Assessment.
- Coordinate and assist the pre-award due diligence process for all new sub-awards, including thorough vetting, Partnership Capacity Analysis (PCA), and collaborative risk analysis. Identify and implement appropriate risk management measures in coordination with technical and operational focal points to manage those risks.
Partnership Management:
- Consistently assist partnership team and contribute to promote and effective use of PEERS and ensure that partnership decision-making and action is driven by IRC’s partnership principles.
- Assist in resolving local partners’ issues at the field level, coordinating the communication between IRC and the partner(s), and addressing partners’ feedback and concerns in timely manner.
- Jointly with Senior Partnership Manager and Senior Partnership Finance Manager, plan, coordinate and organize joint compliance monitoring, partnership review workshops, financial review of partners to review successes, challenges, and lessons learned with the partners, and capture learning on effective principled practices for future partnerships.
- Support the Senior Partnerships Managers in the drafting, partnership agreements/amendments, Partner support plans, Partnership agreement memorandums, strategic partnership MoUs, cooperation agreements etc. including completing the OTIS flows.
- Liaise and follow up with finance team to achieve timely fund transfers to partners ; work with finance to address any challenges in payments.
- Support the IRC and partner teams in local liaison and coordination with relevant external stakeholders.
- Support the technical team in organizing Partnership Project Opening, Review and Closing Meetings.
- Continuously update the partnership tracker coordinating with Senior Partnership Managers, finance, MEAL and Program team.
Partner Support and Capacity Sharing:
- Collaborate with other IRC departments (Supply Chain, Finance, HR, Grants, Communications and Programs) and find opportunities for IRC to support partner capacity strengthening efforts.
- Support IRC’s role in the delivery of capacity strengthening plans for partners in close coordination with the Senior Partnerships Manager.
- Support the partners in the proposal development process.
- In coordination with relevant units and Senior Partnership Manager, support the partners in finding proper solutions and mitigation measures to challenges faced throughout the project period.
- Track progress of individual partner’s capacity strengthening/ support plan
- Support coordinating and organizing learning events, providing mentoring and coaching, facilitating peer learning, developing e-learning modules and videos, and applying other learning methodologies as appropriate.
Organizational Development:
- Support and coordinate the resourcing of partners organizational development where appropriate.
- Facilitate and document the participatory organizational development processes with the organizations’ leadership, including preliminary discussions, self-assessment, action plan, and implementation.
Learning:
- Identify opportunities for IRC to facilitate and promote learning among and between local actors.
- Collaborate with technical coordinators on technical capacity sharing between IRC and local partners.
- Ensure that IRC understands and effectively addresses partners’ capacity strengthening priorities.
Develop IRC Staff Capacity:
- Assisting Partnership team to promote a culture of mutual learning and good partnership principles among IRC staff.
- Adapt and improve the quality of the existing capacity sharing tools, to the context and IRC capacity.
Experience and Competencies: Knowledge, Skills & Abilities
- Minimum 3 years of relevant experience in (I)NGO in humanitarian or development programs
- Experience working with USG, FCDO, ECHO and other European donors preferred
- Demonstrated experience in partners and/or grants management
- Experience in tracking agreed plans with multiple sectors
- Experience using various project management tools
- Demonstrable understanding of project planning and project cycle management
- Required to be able to function comfortably in a complex work environment, under pressure whilst prioritizing multiple tasks
- Ability to conduct analysis and come up with plans of actions and recommendations
- Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes
- Self-motivated and able to handle multiple work demands
- Diplomatic and tactful, able to work with diverse teams
- Strong ability to communicate and maintain positive working relationships with external and internal audiences is highly desirable for this position
- Adhere to the partnership principles and promote the principles within all key department from the IRC and partners’ staff
- Excellent command over MS Word, MS Excel and PowerPoint
- Fluency in English Language is essential
Specific Educational Qualification
- Minimum Bachelor’s degree with major in Development Studies/Sociology/Anthropology/Economics/ Business Administration/Finance or any other relevant field.
