Context
Special Notice:
This position is funded under the approved budget for the United Nations Transition Mission in Somalia (UNTMIS). Applicants are advised that UNTMIS is undergoing a phased drawdown, with operations scheduled to conclude by October 2026. As a result, this position is limited in duration and will not be extended beyond the mission’s closure.
Selected candidates should be aware that any appointment or extension of contract will be subject to the availability of funds and the evolving operational requirements of the mission.

Task description
Under the direct supervision of the Electoral Officer in the Federal Member State (FMS) and in coordination with the Logistics department. The National Electoral Logistics Specialist trains, advises, and supports the National Independent Electoral and Boundaries Commission (NIEBC) in logistics and operational matters in the FMS, and performs the following;
• Within delegated authority, the National Electoral Logistics Specialist will assist in carrying out logistics and other operations. Drafting or providing input to logistics plans and assisting in the coordination of logistics-related matters such as port and customs activities and contributing to the implementation of electoral pro-grams and processes in one or more of the following areas, as required:
• Contributing information for planning and budgeting, receipt and repackaging of electoral materials and equipment, barcoding and creating a database for all electoral and outreach materials, administrative support, and capacity-building;
• Assisting in developing a logistics plan and coordinating its implementation;
• Assisting the Electoral Officer to develop a NIEBC asset management data-base; managing NIEBC assets per UN and donor requirements; and providing expert advice and guidance to the NIEBC on asset management system performance.
• Advising the NIEBC on developing and implementing a long-term asset management training plan and an assets management capacity development plan.
• Working in close cooperation with and advising the NIEBC Field Offices on financial and asset management according to NIEBC rules and regulations.
• Ensuring compliance with IESG guidelines on warehouse and asset management, if required;
• Monitoring and supporting the coordination and implementation of the relevant logistics plans;
• Assisting the NIEC FO to establish and implement a storage and supply chain tracking system for electoral materials and equipment.
• Providing technical advice to the NIEBC FO on warehouse management, and developing a mechanism for quality control for the deployment/retrieval of voter registration and polling materials;
• Supporting and advising the NIEBC to maintaining their assets at a functional level of operational readiness, includes conducting a periodic inventory as guided by the Government Public procurement policy.
• Performing other related duties as required.
