Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
The Senior Officer – Cash and Voucher Assistance (CVA) will lead the delivery of high-quality and impactful CVA to disaster-affected and vulnerable populations in Cox’s Bazar and Southern Bangladesh. Based in the Ukhiya Field Office and reporting to the Manager – Livelihoods, this field-based position will lead the implementation of cash transfers, cash-for-work, and voucher programs including appropriate client selection, effective planning, distribution, and post-distribution monitoring ensuring alignment with IRC policies and donor requirements. The Senior Officer will spend most of the time in the field, conducting needs and market assessments, overseeing field monitoring, and building strong relationships and collaboration with local communities, government authorities and private sector actors especially financial service providers. The position requires strong technical expertise in cash-based programming and livelihoods, field-level leadership, coordination with implementing partners and contributes to integrated programming across IRC’s Protection, Health, Education, and Economic Recovery and Development sectors.

Highlights of Key Responsibilities
CVA Implementation:
- Ensure quality implementation of CVA interventions aligned with contextual needs, organizational strategies, donor requirements, and global standards.
- Oversee the full project cycle of CVA interventions: targeting, registration, verification, distribution, and post-distribution monitoring.
- Support partner organizations in implementation, supervision, and performance monitoring, providing technical oversight and mentoring.
- Support partner staff in troubleshooting issues related to blocked e-money accounts, fraud prevention, and safety/security concerns during the cash withdrawal process.
- Work closely with IRC’s finance and project team to process and prepare all necessary documents and maintain compliance issues aligning with Cash Relief Operating procedures (CROPs)
- Coordinate with MEAL to strengthen partner capacity, ensure accurate client data entry in cash toolkits, and maintain proper records across all implementing partners.
- Support partner staff to build capacity in facilitating community meetings and sensitizing communities on appropriate client identification and troubleshooting processes.
- Ensure confidentiality and that data protection and information-sharing protocols are respected in line with IRC internal standards and inter-agency standards.
- With team developing and submit monthly work plans to Manager-Livelihood for review every 5th day of the month,
- Ensure that the monthly work plans are cognizant of the project work plan, indicator tracking sheet and spending plan,
- Submit monthly progress reports against work plan to the Manage-Livelihood r copying TC every 5th day of the month,
- Conduct CVA distribution monitoring visits and provide written feedback to the Manager-Livelihood copying the ERD TC
- Ensure all Cash distribution is completed within agreed timelines, and anticipated delay communicated asap,
- Liaise with FSP’s regarding upcoming distribution events and inform Manager-Livelihood of need for IRC support.
Technical Quality:
- Undertake, when necessary, feasibility assessments for CVA programming, includes leading field-level data collection and analysis for needs, market functionality, risks, payment mechanisms and transfer modalities; and use that information to support appropriate program design using IRC’s ‘cash first’ approach Draft context-specific SOPs, guidelines, tools, and implementation strategies for CVA (unconditional/conditional cash, cash-for-work, vouchers, digital transfers).Lead needs assessments, market assessments, feasibility studies, and price monitoring to determine viability of cash assistance
- Conduct training needs assessment, develop, and implement a capacity-building plan, and provide day-to-day mentoring support, and formal and on-job training support to partner staff on Cash programming.
- Engage with financial service providers to support digital financial literacy and transfer mechanisms.
- Ensure inclusion of vulnerable groups, including women, youth, persons with disabilities, and diverse age groups, throughout the program delivery.
Program Implementation:
Program quality assurance and compliance
- Visit and monitor partner’s program performance and provide guidance and support to ensure alignment with IRC's objectives and quality standards.
- Conduct monthly project review and planning meetings with partner and field offices during the meeting, resolve observed obstacles, develop wok plan & cash need for subsequent month, and compile progress report for the month under review
- Coordinate with IRC’s MEAL team to ensure field monitoring, study, assessment surveys, post distribution monitoring, Client feedback and Response Mechanism, and evaluation of project interventions.
- Adopt and use the online ERD cash toolkit for data-driven monitoring of CVA interventions, including client selection, progress tracking, service access, and program effectiveness.
- Coordinate and work closely with IRC’s finance team to ensure compliance with IRC’s financial policies and procedures.
- Ensure compliance with donor requirements and report on CVA program achievements, challenges, and lessons learned.
- Partnership Management
- Collaborate closely with partners to monitor progress and provide ongoing support, ensuring quality CVA interventions implementation by identifying staff capacity gaps and needs.
- Participate in program activities to oversee and assist with the development of implementation plans, track expenditures and compliance, and coordinate with IRC's departments as needed to offer feedback and guidance for improvement.
- Develop and maintain effective partnerships and collaboration with local NGOs, INGOs, UN agencies and other Collaborators related to the project interventions to enhance program reach and impact.
- Develop and maintain partnership with private and public financial institutions to create opportunities for the women and youth participants of the projects accessing financial services.
Coordination & Representation
- Build and maintain coordination and collaboration with relevant stakeholders, including local government authorities; relevant government line departments; local governments; private and public and Micro-Finance Institutes (MFIs) etc.
- Collaborate with IRC’s sectors protection, health, and education to implement integrated programs that address clints' multifaceted needs.
- Coordinate with the Cash working group, Food Security Sector (FSS), and Livelihood and Skill Development Sector (LSDS) to ensure CVA programming aligns with ISCG and government guidelines.
- Advocate for the financial access of vulnerable populations in government policy discussions and coordination platforms to strengthen service delivery systems.
- Coordinate with other donor funded projects comprising CVA interventions in the target area to align interventions and leverage support, enhancing impact for clients and communities.
Other Duties:
- Consistently and dedicatedly monitor/assess the safety and security of field teams; promptly report concerns or incidents to IRC management and liaise with community leaders and other external parties as required to maintain/enhance the security environment for the IRC program.
- Other duties assigned by the supervisor to enable and develop IRC programs.
Experiences:
- Minimum 3 years of hands-on experience implementing cash and voucher assistance (CVA) programs with national and/or international organizations, preferably in humanitarian settings.
- Proven experience working with Financial Service Providers (FSPs) to facilitate secure and efficient cash transfers.
- Solid background in e-money transfer programming, including multipurpose cash assistance, business input support, food security cash transfers, and cash-for-work initiatives in both development and emergency contexts.
- Demonstrated expertise in conducting needs assessments, market analyses, market scoping, gap assessments, and stakeholder mapping to support cash programming.
- Strong understanding of local dynamics and the cash-related needs of vulnerable populations in host communities and sub-districts of Cox’s Bazar, and Southern Bangladesh region.
- Experience in engaging government bodies, community leaders and NGOs for program coordination and implementation of cash and voucher assistance.
- Demonstrated ability to work effectively in multi-cultural teams, both national and international.
- Proven experience in partner coordination and management, supporting effective program implementation and capacity development.
Competencies: Knowledge, Skills & Abilities:
- Solid technical knowledge on CVA and Cash for Work, and facilitation skills.
- Good writing and analytical skills, including the ability to communicate technical matters to a range of audiences.
- Competence in Windows, MS office programs, emails, and relevant database
- Interpersonal Qualities: works in a teamwork with minimum supervision, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Good coping strategies in stressful and emergency situations, calmness is a requirement
Language Preference
- Strong communication skills in written and verbal both Bangla and English.
Specific Educational Qualification
- Master’s degree in business administration, Agricultural Science, Economics, Development Studies, or a related social science field.
