Around the world, the number of missing persons is rising – as a result of conflict, climate change, organized crime, migration and other causes. By some metrics, the world is experiencing the highest number of conflicts since 1946. Conflict and natural disasters, including wildfires, hurricanes and floods, have fueled migration, which in turn has been accompanied by a surge in human trafficking and slavery.
The International Commission on Missing Persons (ICMP), a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations.
Consultancy Background
The ICMP operates in several high-risk environments and the daily work of some ICMP personnel involves considerable engagement with traumatized people. Given the nature of work, the psychosocial hazards to staff well-being range from workplace stress, exposure to traumatic situations and vicarious exposure to traumatic experiences of people of concern. The impact of these can reflect on the individual, interpersonal and team level and can affect staff well-being as well as the efficiency of the operation.
Key Responsibilities
Under the overall guidance and supervision of the Head of Human Resources, the Staff Welfare Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:
- Ensure staff access to individual counselling either internally or externally (by providing referrals and information about the available resources) for work-related issues and personal issues.
- Advise the Head of Human Resources on programs or training courses which may enhance psychological safety for ICMP personnel.
- Respond to critical incidents in the operation and provide relevant guidance to the operational managers as required.
- In case of emergency, co-ordinate and/or assist the co-ordination of the psychosocial support to the staff and the management.
- Advise on improvements to systems and practices relating to ensuring a psychologically safe work environment with particular focus on hardship assignments and framework of support to personnel in high-risk environments.
- Maintain a confidential record of individual staff welfare actions and interventions.
- Advise and provide recommendations to Heads of Country Programs or HQ based managers on best practices for ensuring a psychologically safe work environment and as required, guidance on individual cases.
- Other related duties agreed in consultation with the Head of Human Resources.
Qualifications
- Advanced or first degree (equivalent of a BA/BS) in Clinical Psychology, Psychotherapy, Counselling or other mental health care profession plus Minimum 6 years of previous job experience relevant to the function of which 2 years should be in an international capacity.
- Demonstrated clinical experience and counselling skills.
- Proven skill of supporting teams and groups.
- Proven training skills.
- Professional fluency in written and spoken English. Knowledge of other languages, particularly Arabic or Ukrainian is an asset.
Other Requirements
- Proficiency in Microsoft applications, including Word, Excel and Power Point;
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
- Ability to travel at short notice and to work flexible hours including weekends and evenings;
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
Compensation
This is a fixed-term consultancy. The length of the consultation, along with the working hours will be discussed and agreed in detail with the selected candidate. Remuneration is commensurate with experience. Payment will be made within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer. In the case of travel, ICMP provides medical evacuation and travel insurance. The consultant is required to provide their own health, life and accident insurance.
