Position Objective
The Associate Accounting Officer is responsible for managing and reconciling accounts related to administrative expenditures and supporting various financial operations, such as the Daily Subsistence Allowance (DSA) for Green Climate Fund. This role ensures the accuracy and timely closure of accounts payable, prepayments, cash advances, etc., while supporting the payment process and asset management functions critical to administrative operations. This role requires strong collaboration with other team members and operating units to ensure smooth day-to-day accounting operations. The Associate Accounting Officer will support the identification of trends that may inform higher-level reporting and decision-making. Conversely, the incumbent will also examine policies and create standard operating procedures, as well as generate and analyse data, and propose recommendations for improvement.
Purpose
- Manage balance sheet accounts for expenditures, including cash (relevant to administrative operations), accounts payable (AP, pension fund payable, etc.), prepayment, cash advance, secondees cost receivables, employee refund account, etc.; Own the closing activities for preparing the journal entries and AP sub-ledger closure process (e.g. 3-way match and payment batch run, etc.)
- Own and execute the timely reconciliation and closing of assigned administrative expenditure-related accounts, including AP, prepayments, cash advances, and staff reimbursements. Independently manage the three-way match and payment batch run process in Oracle to ensure timely disbursements.. Liaise with banks to tackle any payment issue
- Lead the secondee cost recharging process, including invoice creation and clearing entries.; create an invoice for the recharge and prepare for the clearing entry.
- Ensure expense reports (Concur) are compliant with policies and raise issues with proposed resolutions.
- Review Concur expense reports (Travel/Staff Benefits) to ensure the requested reimbursement amount is properly substantiated by the supporting documents (compliant with the relevant internal policies) and follow up with the stakeholders to tackle any issues.
- Maintain proper records for fixed and intangible assets and support related processes. Generate and analyse data and trends to inform higher-level decision making.
- Create additional procedures to streamline activities and make recommendations for improvement.
Engagement
- Engage independently with Treasury, Procurement, and DPC to resolve payment or payroll interface issues.
- Coordinate with auditors by preparing schedules and addressing queries with minimal supervision by providing necessary documentation and resolving audit queries related to the balance sheet accounts relevant to expenditure (for admin operations).
- Work with treasury and procurement teams to ensure smooth processing of payments.
- For an interim and/or intermittent period, work with the Department of People and Culture to process the payroll timely; calculate the payroll as per input
- Collaborate closely with finance teams and other operational units to ensure alignment on expenditure reporting.
- Serve as the primary contact for expenditure-related system issues (e.g., AP module, Concur) and coordinate with IT/ERP for timely resolution including the upstream sub-ledger systems that impact financial data (e.g., Concur/Travel expense, Procurement, Payroll, HCM, Kyriba, etc.).
- Participate in regular coordination meetings with the Accounting Manager to discuss process improvements.
- Participate in updates or modifications to the financial system, including Concur/Travel expenses, to ensure a current and thorough understanding of the process and the impact of changes.
- Communicate proactively with internal stakeholders regarding any discrepancies or process challenges.
- Be the focal point for any inquiries on the AP process; maintain the training materials up-to-date and perform the training to the employees (on-boarding / new process training to the respective stakeholders)
- Participate in team discussions to identify process improvements; propose enhancements based on recurring issues observed.
Delivery
- Ensure the timely and accurate processing of all transactions related to the balance sheet accounts relevant to expenditure (admin operation).
- Consistently deliver accurate reconciliations and journal entries within monthly, quarterly, and year-end timelines .
- Analyze the variances/movements of the balance sheet accounts to support the Senior Accountant in preparing financial reports and conducting regular balance sheet reviews.
- Uphold robust internal controls to safeguard against financial misstatements.
- Implement process improvements for efficient payment processing and account reconciliation.
- Monitor compliance with established accounting standards and internal policies.
- Ensure controls are maintained throughout credit card and DSA processing workflows in processing requests for events and travel; validate the requested DSA, follow up with the stakeholders for any issues, proceed with the payment, and liaise with the delivery of Cash DSA to the beneficiary, etc.
- Perform credit card reconciliation to ensure internal control of the credit card payment process and accurate allocation of credit card expenditures to respective offices/departments.
- Perform root cause analysis of discrepancies in assigned accounts and implement corrective actions.
Requirements (Education, experience, technical competencies required of the job)
Education and Certifications
- Master’s degree in accounting, finance, or a related field. A Bachelor’s degree in a relevant field with an additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement.
- Fully qualified Accountant (CA, ACCA, CPA, CIMA) and an active member of the respective professional body which should be a member of the International Federation of Accountants.
- Certification in controls (e.g. COSO internal controls), fraud examination (e.g. CFE), International Financial Reporting Standards (IFRS) will be an advantage.
Experience
- Minimum 2 years of experience in an accounting role, with hands-on experience in account reconciliations (especially expenditure/expenses related), and financial closure processes.
- Proficiency in applying and analyzing the impact of International Financial Reporting Standards (IFRS) in International/multilateral organizations.
- Advanced knowledge of Excel, Word, PowerPoint, Outlook, and Business Intelligence tools such as Power BI and Tableau.
- Oracle fusion/Concur/Oracle Travel Expense module experience will be an advantage.
- Project management experience will be an advantage.
