Position Objective

The Senior Financial Specialist – Management Reporting is the lead analytical role within the FP&A team, supporting the FP&A Manager in delivering high-quality, timely, and strategically aligned management reporting. By maintaining a holistic understanding of end-to-end financial planning and operations-including system and workflow interdependencies-this position ensures the consistency and accuracy of all FP&A reporting. The Senior Financial Specialist proactively identifies financial implications, drives continuous process improvements, and ensures that all reporting outputs, including those beyond budget planning and execution, are aligned with institutional priorities. Through strong analytical leadership and deep process knowledge, this role fosters seamless integration across financial planning, execution, and reporting to support effective decision-making and institutional performance.

Purpose 

  • Develop, refine, and implement methodologies for budget planning, execution reporting, and management reporting, ensuring consistency, accuracy, and alignment with organizational strategy in close collaboration with the FP&A Manager.
  • Serve as the principal architect of FP&A reporting frameworks, upholding high standards of quality, timeliness, and strategic relevance across all outputs.
  • Design, implement, and enhance analytical tools-including KPIs and dashboards-to support robust financial analysis, informed budgetary decisions, and effective assessment of budget utilization.
  • Maintain a comprehensive understanding of end-to-end FP&A and financial operations, proactively identifying and addressing system and process interdependencies and their financial implications.
  • Prepare and regularly update financial inputs for the GCF Financial Plan-including commitment authority and de-commitment estimates-and other Board-mandated reports.
  • Manage and optimize the cost center hierarchy to support evolving reporting and management needs, coordinating with the Accounting Manager on account hierarchy development.
  • Support the FP&A Manager in preparing and delivering Board and Budget Committee materials and analyses by coordinating inputs from the FP&A team, ensuring quality, consistency, and strategic alignment of all deliverables.
  • Drive process improvements and system enhancements for financial operations and reporting, including integration of key subledger systems (e.g., Concur,
  • Procurement, Kyriba, Payroll/HCM, Travel Expense).
  • Coordinate FP&A aspects of the year-end closing process, ensuring thoroughness and alignment with accounting requirements.
  • Serve as a key resource for ad-hoc financial analysis and special projects, supporting the FP&A Manager and the broader organization as needed.

Engagement

  • Collaborate closely with the FP&A Manager to ensure high-quality preparation and delivery of senior-level reporting, Budget Committee, and Board materials, aligning outputs with organizational priorities.
  • Guide and support the Financial Management Specialist-Budget Planning and Financial Control Officer-Budget Planning, Execution & Control in methodology development, process improvement, and narrative finalization for their respective mega processes, fostering knowledge sharing and consistency across the FP&A function.
  • Partner with the Accounting Manager to develop, maintain, and optimize the account hierarchy, ensuring seamless integration with management reporting requirements and data integrity across systems.
  • Engage with key internal stakeholders-including department heads and budget owners-to ensure reporting outputs are strategically relevant and support informed decision-making.
  • Lead and coordinate cross-functional efforts to implement FP&A reporting initiatives, respond to Board mandates, and drive continuous improvement in reporting processes.
  • Collaborate with the IT team and external vendors to design, develop, and enhance management reporting automation solutions-including dashboards and real-time reporting tools-to increase efficiency and data accessibility for stakeholders.
  • Act as a key point of contact for ad-hoc analysis requests, special projects, and new reporting requirements, ensuring effective communication and alignment with all relevant parties.

Delivery

  • Ensure timely and high-quality delivery of all FP&A management reporting outputs, including monthly, quarterly, and annual Board and Budget Committee materials, the GCF Financial Plan, and ad-hoc analyses.
  • Prepare, finalize, and polish narratives and supporting materials for budget planning, budget execution, and other management reports to ensure clarity, coherence, and alignment with GCF’s strategic messaging.
  • Independently produce and own FP&A reporting deliverables not assigned to other analysts, including special analyses and responses to Board or management requests.
  • Maintain and optimize the cost center hierarchy, collaborating with the Accounting Manager to ensure reporting structures and account hierarchies support evolving organizational and reporting needs.
  • Lead the design, implementation, and continuous refinement of analytical tools and KPIs, ensuring effective integration into regular reporting and decision-making processes.
  • Document, update, and provide guidance on methodologies for budget planning, execution reporting, forecasting, and management reporting to support consistency and knowledge sharing within the FP&A team.
  • Drive and document process improvement initiatives for financial operations and reporting, including enhancements to subledger systems and automation solutions.
  • Coordinate and deliver year-end FP&A closing activities, including checklists and reports, ensuring thoroughness and alignment with accounting requirements.
  • Synthesize operational and financial insights into actionable, strategic management and Board reports to support effective decision-making.
  • Provide analytical guidance and recommendations for methodology and process improvements, aligning with the FP&A Manager as needed.

Requirements (Education, experience, technical competencies required of the job)
Education and Certifications

  • Master’s degree in accounting, finance, or a related field. A Bachelor’s degree in a relevant field with an additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement.
  • Certified Management Accountant or Certified Institute of Management Accountant (CMA or CIMA) (alternative certifications such as Certified Corporate Financial
  • Planning and Analysis Professional (FPAC) or Certified Financial Modelling and Valuation Analyst (FMVA) may be considered in lieu of CMA/CIMA certification) is highly preferred. 
  • Fully qualified Accountant (e.g. CA, ACCA, CPA) will be an added advantage.

Experience 

  • Minimum 11 years of experience in financial planning and analysis work, with hands-on experience in budget planning/forecasting process, and financial closure processes.
  • Proficiency in applying and analyzing the impact of International Financial Reporting Standards in International/multilateral organizations. 
  • Advanced knowledge of Excel, Word, PowerPoint, Outlook, and Business Intelligence tools such as Power BI and Tableau.
  • Oracle fusion/Concur/Oracle Travel Expense module experience will be an advantage. 
  • Project management experience will be an advantage.
