Organizational Setting and Reporting Relationship

While the position of Financial Control Officer resides with the Trust Funds and Administrative Expense Division (CTFA) within the Controller's Department (CTL), you will be strategically assigned to our CTL operational resilience team at Thailand Resident Mission Office in Bangkok.

You will report to the designated International Staff.

Your Role

As a Financial Control Officer, you will undertake a variety of accounting and financial administration function related to disbursements of ADB's Technical Assistance (TA) claims and non-sovereign loans; coordinate activities related to fiduciary and internal control compliance in the CTFA/Administrative Expense sections including Payroll, Accounts Payable and Business Travel. You will perform activities to support ADB's Organizational Resilience (OR).

You will:

  • Oversee ADB's administrative expense payments which include payroll, pension, and claims under TA projects, to ensure consistency with the applicable policies, administrative orders, and contractual terms.
  • Oversee the Internal Control over Financial Reporting (ICFR) activities over business processes, take proactive role in assessing inherent risks and provide technical support for the annual attestation activities.
  • Review the analysis of accounts, transactions and financial reports for accuracy, consistency, propriety and compliance with established policies; provide management reports and analysis of financial results and changes in financial position.
  • Review and comment on draft ADB policies, Administrative Orders, Board documents and management memoranda to assess the impact on assigned work area. Participate in inter-departmental review and provide quality advice.
  • Oversee functional user support in developing, testing and implementing IT systems towards streamlining processes; provide suggestions to improve existing systems; coordinate system issues with ADB Information Technology Department (ITD).
  • Provide guidance to clients including Resident Missions, to facilitate efficient discharge of assigned responsibilities and business processes.
  • Coordinate with staff to deliver high-quality outputs and perform within ADB standards.
  • Review reconciliation reports of assigned accounts; approve vouchers under specific authority.
  • Provide required information following established procedures; support other tasks such as drafting memoranda and external correspondence for IS review.
  • Participate in projects to enhance CTL's OR and Business Continuity (BC) preparedness. Help ensure the OR and BC plans under disruption are updated, support and implement regular training for CTL's important activities following the OR and BC plans and take part in testing and execution of OR and BC plans on selected business operations.


Qualifications

You will need:

  • Bachelor's degree in accounting, business administration, or finance and an internationally recognized professional certification, such as Certified Public Accountant, CA, or its equivalent; preferably with advanced training.
  • At least 8 years' relevant work experience in related field
  • Working knowledge of business technologies in a computerized work environment with large databases and accounting software; experience of Enterprise resource planning (ERP) systems is desirable
  • Good understanding of multilateral development or international banking, accounting practices/systems, guidelines and reports.
  • Written and verbal proficiency in English.
  • Analytical and able to navigate through complex issues
  • Experience collaborating and working constructively with teams

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Thailand.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
