Context
UNOPS Bangladesh is joining the Directorate General of Health Services (DGHS), National Malaria Elimination Programme (NMEP) and the Communicable Disease Control (CDC) in the implementation of Support to DGHS on GFATM Climate Change Project which is the maiden initiative of the Global Fund / Donor in this area.
This project aims to complement the capacity of Bangladesh's Directorate General of Health Services (DGHS), focusing on strengthening the Institute of Epidemiology Disease Control And Research (IEDCR) and the National Malaria Elimination and ATD Control Program (NMEP) to address climate-induced health challenges through procurement of goods/services, recruitment services, Medical Waste Management and grant management services, etc.
With funding from The Global Fund to Fight AIDS, Tuberculosis, and Malaria (the Global Fund), UNOPS is implementing the project on behalf of the Ministry of Health and Family Welfare, Government of the People’s Republic of Bangladesh.
The UNOPS Bangladesh Office implements projects in close coordination with the Government and national authorities. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. UNOPS is committed to achieving a fully diverse workforce.
Under the Climate Change Project funded by the Global Fund, UNOPS as a project partner, assists the MoHF&W (Ministry of Health and Family Welfare) to review and update the Medical Waste Management and Processing Rules 2008 and relevant guidelines. In that context, UNOPS is currently looking for a UNV Technical Advisor - Medical Waste Management who will contribute to review the existing rules and regulations associated with the medical waste management system in Bangladesh.

Task description
The Technical Advisor will report directly to the Country Manager and work in full coordination with the stakeholders and other support team from the Bangladesh office. The incumbent will be primarily responsible for assisting the project team with project implementation, which mainly includes procurement of goods/services, recruitment services, and grant management services, etc. He/she will be required to lead and assist with the following tasks as well:
Scope of Work:
● Under the overall supervision of the Country Manager, the UNV Technical Advisor will work with the Project Manager, Project Management Support - Senior Analyst, Engineering team in reviewing the existing policy and guidelines related to the medical waste management and compare it with the WHO’s safe management of wastes from the healthcare facilities to assess the gaps in the existing rules and regulations.
● In-depth interview and meetings with the relevant stakeholders including MoH&FW, Directorate General of Health Services (DGHS), Ministry of Environment, Forest and Climate Change, Ministry of Local Government, Rural Development and Co-operatives, City Corporations and Municipalities and also visit hospital sites to understand the challenges and discrepancy in the implementation of the existing policy and regulation.
● Facilitates the workshops to disseminate the findings and recommendations among the Government Officials, in-country technical experts, partners and relevant stakeholders.
● Assist the project team in completing the endorsement of the modified medical waste management policy and guidelines from the DGHS and MoH&FW.
● Provide support to the GOB (Govt. of Bangladesh) decision makers through conducting training and workshops for the proper implementation of the policy and guidelines.
Activities:
● Hold induction meeting with DGHS
● Review of the existing medical waste management guidelines and policies
● Visit selected sites to understand the level of implementation of the current guidelines in the facility level and in-country context
● Meet national technical experts to understand the relation and impact of the current policy with other policies and guidelines related to health, environment and national adaptation plan
● In-depth analysis of the policy and compare with the WHO’s guideline to identify the policy gap
● Identifying issues, gathering data, assessing potential impacts, and providing recommendations
● Incorporate recommendations by the national technical experts and stakeholders into the draft policy
● Review the draft policy document with the relevant ministries and GOB stakeholders to ensure that it is aligned with the other policies and guidelines
● Capacity enhancement of the selected technical experts by the MoHF&W for the proper implementation of the policy
● Capacity building of the hospitals selected for the implementation of the integrated medical waste management system by the GOB
● Capacity enhancement of the selected technical experts by the MoHF&W for the proper implementation of the policy
● Capacity building of the hospitals selected for the implementation of the integrated medical waste management system by the GOB
● Fine tune preliminary technical and financial tasks and SOPs (Standard Operating Procedures) within the roadmap with lessons learned from the interaction with the training participants during the capacity building activities
● Hold exits meetings with the relevant partners and stakeholders

● Inception Report: Methodology, work plan, and timeline for the assignment
● Assessment Report: Findings from the review of existing guidelines and gap analysis
● Stakeholder Consultation Report: Documentation of stakeholder inputs and recommendations
● Workshop report: Facilitate the workshop to finalize the proposed draft policy from the GOB stakeholders
● Draft Updated Guidelines: Comprehensive draft of revised medical waste management guidelines
● Implementation Framework: Detailed framework for operationalizing the updated guidelines
