Overall purpose of the role:

MEAL Officer - Partnerships will support DRC Türkiye’s partners in fulfilling their monitoring, evaluation, accountability, and learning duties as part of their implementation across designated operational areas. The role is line-managed by the Head of Programme and technically supervised by the MEAL Coordinator, while working in close coordination with the Grants and Partnerships Unit on partner-related processes. The officer will contribute to enhanced programme quality by systematically sharing MEAL insights with programme teams, supporting partner organizations in meeting DRC standards, and actively participating in the internal Partnerships Working Group.

Geographic Scope: Country (Türkiye)

This position is based in the Country Office in Adana and covers partner-related responsibilities. The role ensures partners are timely and adequately informed regarding compliance with DRC MEAL procedures and guidelines. It also contributes inputs to country strategy development and supports the translation of these strategies into actionable plans and daily tasks.

 

Duties and Responsibilities:

Monitoring, Evaluation and Capacity Building

  • Support partner organizations in designing and implementing MEAL frameworks and tools aligned with DRC’s MEAL standards and donor requirements.
  • Support partner organizations in identifying MEAL capacity gaps and contribute to the development of tailored MEAL capacity strengthening plans.
  • Collect, compile, and analyze quantitative and qualitative data from partners to track project performance and outcomes.
  • Ensure timely and accurate reporting of MEAL data and support partners in data quality assurance processes.
  • Facilitate regular monitoring visits, joint field assessments, and spot checks with partners to verify data and program implementation.
  • Promote a culture of accountability by supporting partners in establishing and maintaining feedback and complaint mechanisms.
  • Support learning by facilitating reflection sessions, lessons learned workshops, and sharing best practices with partners and DRC teams.
  • Conduct MEAL inductions as well as trainings on MEAL related aspects.
  • Ensure the high quality of data by ensuring the accurate data collection, data entry and upload as well as basic analysis of information through support and capacity building to partners.
  • Support the MEAL Coordinator in reviewing and validating the MEAL components of partner proposals, logframes, and reports to ensure alignment with DRC and donor standards.

Reporting and Information Sharing

  • Review partners' MEAL-related reports e.g. monthly trackers and narrative reports in collaboration with Grants and Partnership team and provides timely feedback.
  • To regularly update and share common reporting mechanisms e.g. monthly trackers, quarterly reports and any other types of reports which is required by grant and partnership team.
  • Prepare outcome-related project updates for the Grants Review Meeting and present them with details as appropriate. 
  • Undertake information-sharing meetings with programme team after conducting any type of data collection e.g. baseline, end-line, outcome monitoring or evaluations and develop joint follow-up action plans.
  • Produce narrative reports for key monitoring mechanism e.g. outcome monitoring surveys, baseline and end-line surveys etc.
  • Ensure alignment of reporting templates and indicators across partner and DRC systems.

Accountability and Learning

  • Ensure that programme teams are timely informed regarding the compliance of programme activities with DRC accountability principles e.g. through MEAL Workshop, Kick-off meetings etc.
  • Supervise MEAL Assistants in receiving, logging and following up Feedback through FCRM channels
  • Ensure all feedback received in the FCRM Desk is followed up with relevant teams and responded to according to the FCRM Guideline.
  • Contribute to the programme participants’ awareness promotion about DRC FCRM and CoC through various means of information dissemination e.g. posters, flyers, business cards, social media, WhatsApp groups, online and in-person meetings etc.
  • Ensure that the awareness of programme participants is regularly monitored about DRC FCRM and CoC and communities are consulted on the ways to improve their participation within DRC’s programme cycles.
  • Ensure that the DRC and partner FCRM Channels (Hotlines, WhatsApp, FCRM Boxes) are functional and are timely responded to.
  • Participate and contribute to the CHS self-assessment and annual improvement plan reviews.
  • Facilitate capacity sharing between DRC and partners on accountability practices and ensure joint documentation of lessons learned.

About you

To be successful in this role we expect you to have university degree in social science, statistics, international relations / or a relevant field

Moreover, we also expect the following:

Required

  • At least 2 years of experience at the national or international NGOs in MEAL, AAP or Information Management and Reporting
  • Proven experience of working with partners/grantees regarding MEAL, experience of conducting capacity building activities for partners/grantees is preferred.
  • Strong skills in designing and managing data collection tools in KOBO Toolbox
  • Strong data analytical skills in Excel, SPSS or similar platforms
  • Strong skills in at least one data visualization tool e.g. Power BI
  • Fluency in English and Turkish required (Arabic knowledge will be considered an asset)

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for nationals.
