1. Project Background

The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral platform that promotes high-quality infrastructure and connectivity investments in developing countries, in compliance with International Financial Institutions (IFIs) standards. This includes encouraging other investors and financial institutions to adopt these standards. The MCDF Secretariat supports the day-to-day operations of the MCDF. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of the MCDF and host of the Secretariat, effective June 30, 2020. Environmental and Social (E&S) standards are core pillars of Multilateral Development Banks (MDBs) and International Financial Institutions (IFIs), which have traditionally aimed to ensure that development projects avoid or mitigate harm to people and the environment. However, emerging evidence highlights their catalytic potential when applied early in the project cycle—not only improving social and environmental outcomes but also enhancing project bankability, enabling risk mitigation, and attracting capital. With global infrastructure financing needs outpacing public funding—an estimated annual shortfall of US$1.5 trillion—MDBs are increasingly turning to private capital and blended finance solutions. Studies show that 75% of private investment in emerging markets occurs where MDBs or DFIs are involved. In this evolving landscape, E&S standards are increasingly recognized as value-adding instruments that can support innovative financing, improve risk-adjusted returns, and strengthen project design and investor confidence. While many MDBs have documented their internal E&S practices, a gap remains in comparative knowledge across IFIs on how E&S standards have actively catalyzed finance, particularly in large-scale and cross-border infrastructure projects. To address this, MCDF is commissioning a flagship study that will document how E&S standards, when strategically integrated into project preparation and financing, can go beyond compliance to unlock sustainable infrastructure financing.

2. Objectives of the Assignment

To write and deliver a high-quality flagship report for MCDF entitled “Beyond Compliance: Unlocking Sustainable Infrastructure Financing through Environmental and Social Standards.” The assignment will involve literature review, data analysis, and synthesizing information, including case studies, into an accessible, compelling, and analytically rigorous publication aimed at IFIs, governments, investors, and civil society.

3. Scope of Services

The consultant will be responsible for the following: 1. Develop the annotated outline and structure of the flagship report in consultation with the Senior ESG Advisor to the CEO. 2. Synthesize findings from literature reviews, data sets, and IFI case studies, identifying trends, insights and lessons learned (case studies to be provided by MDBs through MCDF). 3. Draft the full content of the flagship report, integrating analysis and trends and drawing insights on their impact on sustainable infrastructure financing – including the executive summary, chapters, case studies and recommendations. 4. Apply knowledge of MDB E&S frameworks to contextualize findings. 5. Propose and integrate visual elements, such as charts and infographics, to enhance clarity and engagement. 6. Ensure the report meets highest standards of analytical rigor, accuracy, and readability for both technical and non-technical audiences.

1. Detailed annotated outline of the flagship report, including proposed chapters and the core analytical themes that will guide the analysis. 2. Synthesis of key literature and datasets, highlighting trends and lessons derived from case studies. 3. Complete draft of the flagship report, comprising the executive summary, conceptual framework, thematic chapters, illustrative case studies, and key recommendations. 4. Integration of tables, indicators, and graphics to visualize patterns/trends and environmental and social outcomes that support the report’s overall thesis. 5. Final revised report, incorporating feedback from MCDF, reviewers, including MDBs, and MCDF partners.

6. Support to the Consultant by the Bank

The consultant will report to the Senior ESG Advisor to the CEO, who will be available regularly for technical discussions with the consultant and will provide timely feedback to the consultant’s work.

7. Knowledge Transfer and Training

The consultant will draft the MCDF flagship report as a knowledge product to transfer relevant knowledge to MCDF stakeholders.

Qualification Requirement

1. Master’s degree (or equivalent advanced degree) in environmental and natural resources related disciplines, and International Development. 2. At least 8 years of professional experience including experience in producing analytical reports, or major publications for IFIs. 3. Proven ability to independently author flagship reports or similar knowledge products focused on sustainability, E&S risk management, and infrastructure financing. 4. Strong understanding of MDB E&S policies and standards. 5. Expertise in synthesizing large datasets and interpreting environmental, social, and financing indicators for strategic insights. 6. Exceptional writing skills with the ability to explain complex technical issues clearly to diverse audiences. 7. Demonstrated capacity to work independently, manage multiple deliverables, and coordinate with stakeholders to meet deadlines.
