Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) People and Strategy, and (iv) Legal, Governance Support and Accountability.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The work on NSD in MENA is guided by global policies, in particular the NSD Framework and the NSD Compact and is in line with the IFRC Agenda for Renewal; the incumbent will also ensure that these global policies, strategies and frameworks are enriched with the outcomes of the National Society development processes in MENA, with a particular focus on NSD in emergencies.
The position is primarily located in Tunisia, but covers three countries, namely Algeria, Morocco and Tunisia. The position reports directly to the Head of the Country Cluster Delegation North Africa. The NSD Membership services Coordinator, will fundamentally facilitate coordination and technical assistance within and between the Federation and the respective NS in this cluster.
Job Purpose
Under the direct supervision of the Head of Country Cluster Delegation – North Africa, and with a technical reporting line to the Regional Head of Membership Services, the National Society Development (NSD) and Membership Services Coordinator plays a key role in supporting National Societies (NSs) to achieve the objectives outlined in the NSD Framework, aligned with the IFRC Strategy 2030.
The post holder is responsible for the overall coordination, strategic guidance, and coherence of tailored, country-specific NSD support. This support is driven by each National Society's priorities and aims to enhance their performance and capacity to meet the needs of vulnerable communities, in accordance with the NSD Compact.
Through both direct and indirect engagement, the NSD and Membership Services Coordinator helps ensure that National Societies develop the necessary capacities and capabilities to operate effectively across the country. This includes strengthening their role as auxiliary to public authorities in humanitarian efforts, and improving key aspects such as visibility, operational presence, financial sustainability, and human resource development.
Job Duties and Responsibilities
Built upon the Strategy 2030, the Agenda for Renewal, and the NSD COMPACT, the NSD and Membership Services Coordinator will provide technical support and coordinate the services provided to NSs by the team under their charge.
Strategic Coordination:
- Provide regular strategic overview on NSD, Membership services to the IFRC management (Head of Delegation and MENA RO Technical lead) and monitor progress.
- Mobilize the human and financial resources required for the organizational and volunteering development programs and initiatives.
- Ensure sound management of direct line reports and sound planning and management for areas under their responsibility.
- Promote an integrated approach to organizational development with programs/projects, services, and operations
- Contribute, as a part of the IFRC global NSD practitioners’ team, to the quality development of the Federation-wide NSD initiatives.
- Support the Head of Delegation in the Strengthening Movement Coordination and Cooperation (SMCC) process with the Movements partners as required.
- Effectively manage, coach, develop and mentor prospective reporting staff and interns.
Membership services Coordination and support:
- Ensure NSs under the CCD are fully aware of NSD strategies and tools, as well as of existing regional capacities for support and avenues to access resources for their own
- Support NSs to develop coherent strategies and capacities aligned with S2030, Regional and Global Commitments, Agenda for renewal, and NSD COMPACT framework to become more efficient, accountable, and sustainable organizations.
- Promote and support on the assessment of the NS needs and planning for their sustainable self-development, which includes drawing on analysis from the Organizational Capacity Assessment and Certification Process (OCAC), Branch Organizational Capacity Assessment (BOCA); PER and/or other
- Promote and support the continuous strengthening of leadership competencies and good governance,
- Support Head of CCD and NSs on how to prevent, mitigate and address institutional risks, protect integrity against fraud and corruption and promote accountability at all levels using the instruments, policies and resources available in the International

- Guide and coordinate the Financial Sustainability service program aimed at strengthening the full dimension of NSs´ financial sustainability.
- Provide strategic guidance and technical support in implementing strategies, policies and plans for development, including Volunteer-driven domestic resource mobilization structure development
- Ensure that NSs receive proper support to strengthen their auxiliary role, visibility and positioning at domestic level.
- Promote the strengthening of branches and localization
- Ensure that a Peer-to-Peer (P2P) support mechanism is developed and that proper knowledge sharing, and recognition of NSD efforts is captured and disseminated, while also promoting the development and sharing of case studies and best practices with the Global
- Promote and facilitate applications for Empress Shoken Fund, NSIA and the Capacity Building Fund (CBF) and follow up
- Support the promotion and participation of NSs in international conferences and
- Effectively coordinate with regional networks and reference
- Integrate emergency task forces to ensure all aspects of NSD in Emergencies are duly
- Provide NSD technical assistance and follow-up to the NSD components of IFRC projects with the
- Contribute, as a part of the IFRC global NSD practitioners’ team, to the quality development of the Federation -wide NSD initiatives, including the delivery of improved Ways of Working, a recent IFRC initiative to achieve stronger membership coordination.
Project management
- As a budget holder, ensure the sound management (inclusive finance and implementation) of overall projects under their responsibility (mainly CBF, NSIA and ESF projects).
- Ensure effective management in planning, monitoring, evaluation, and reporting of projects
- Ensure all activities adhere to IFRC policies.
Education
Required:
- University degree in management, international cooperation, or another relevant field.
Preferred:
- Post-graduate education (i.e., master’s degree or equivalent) in social sciences/development studies, strategic/programme management, management studies or other relevant discipline.
- IMPACT course or equivalent knowledge.
- Certification or equivalent training in Project Management
Experience
- Minimum of 7 years of work experience in humanitarian and or development cooperation organization,
- 5 years of relevant professional experience of progressive career development and growth, working in the RC/RC Movement (National Society, IFRC or ICRC)
- Experience of managing, mentoring, coaching and supporting staff
- Proven experience in governance and leadership support
