Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
The United Nations Development Programme (UNDP) works in 170 countries and territories to eradicate poverty, reduce inequalities and exclusion and build resilience to support progress in these countries. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).
The war in Ukraine has already resulted in significant loss of life, unprecedented displacement of people both within the country and to neighbouring countries, and devastating destruction of infrastructure. Eighteen years of socio-economic achievements are at risk. The main task of UNDP is to preserve development gains as fully as possible and return Ukraine to the path of achieving the Sustainable Development Goals as soon as possible.
UNDP assists the government, civil society and people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development. In line with its Country Programme Document 2025-2029, UNDP Ukraine supports the government in addressing national priorities, with specific emphasis on recovery and advancement of reforms, through three programmatic portfolios: 1) fostering democratic governance and inclusive social fabric; 2) promoting inclusive and sustainable economic growth and recovery; and 3) advancing sustainable environment and energy transformation. The programme has been complemented by the area-based R4 framework, which enhances the effectiveness of recovery, rebuild, and reform efforts at the local level, ensuring resources allocation is based on localized needs, development is community-driven, and delivery is informed by inclusion and participatory principles, thus, advancing decentralization and community recovery.
The Grants and Capacity Building Associate (Remote) will be responsible for assisting and supporting in the management and oversight of the grant-making process, its operations and efficient delivery of the results ensuring high quality and accuracy of work. The incumbent will provide technical assistance in the course of implementation of the grant projects for local NGOs, CSO, Charity Funds awarded with grants through liaison, continuous operational monitoring, administrative, advisory and training. The Grants and Capacity Building Associate (Remote) will support implementation of grant projects ensuring their compliance with internal business processes with the applicable Ukrainian legislation and UNDP regulations, facilitating the grantees’ cooperation, full and timely reporting.

Task description
- Developing detailed work plans for the administration grants withing LVGA, RPA and other modalities;
- Provision of technical assistance to the evaluation process upon completion of the grants
- Preparation, organization and conduct of orientation (training) sessions on terms of the Grant Program implementation, relevant UNDP regulations and UNDP-specific financial and audit requirements, etc. for grants recipients;
- Provision of constant administrative and advisory support to grants recipients (via phone, email, online meetings, etc.) within the grant implementation cycle;
- Managing an electronic system for monitoring of grant projects;
- Regular oversight of grant projects implementation, including through phone/Skype calls, reports, consultations, field visits, etc.;
- Financial and substantive review of the grant-related activities (by communication with grantees, requesting the required documents, visits, etc.);
- Collection and verification of narrative and financial reports of the projects against the UNDP requirements, ensure their timely submission to UNDP;
- Support to organization of monitoring visits to project sites for UNDP representatives and their partners;
- Facilitate knowledge accumulation and sharing related to the best practices of implementation and management of grants.
