Mission and objectives

The UNODC Regional Office of South-Eastern Europe (ROSEE) in Istanbul, through the delivery of technical assistance under the Regional Programme for South-Eastern Europe (RPSEE), provides strategic support and high-level expertise on drugs, crime, corruption, criminal justice, and terrorism, to partner with countries and jurisdictions across South-Eastern Europe.

Context

In 2019, a joint project between the United Nations Office on Drugs and Crime (UNODC) and Statistics Korea (KOSTAT) established the UNODC-KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice in Asia and the Pacific (CoE) in Daejeon, Republic of Korea (ROK).

The CoE is a regional innovation hub for the exchange of knowledge, experience, and information between stakeholders involved in national crime statistics systems including, national statistics offices, law enforcement, prosecutors, courts, prisons, relevant line ministries and other relevant external entities in academia, NGOs and civil society for a collaborative approach to capacity building in this important field.

The CoE provides and organizes technical assistance and training activities to support regional Member States to improve statistical methodologies and technical capabilities concerning the production, collection, analysis, and dissemination of crime and criminal justice data as the basis for evidence-based policymaking.

Particular focus is given to promoting, adopting, and implementing the International Classification of Crime for Statistical Purposes (ICCS), crime victimization surveys, corruption surveys, increasing the availability and quality of data provided to the UN-Crime Trends Surveys (UN-CTS), and supporting the production of data indicators required to monitor relevant Sustainable Development Goals in the areas of crime, violence, trafficking, access to justice and rule of law (SDGs 3, 5, 11, 15 and 16).

The UN Volunteer will support the implementation, monitoring, and reporting as well as outreach and promotion of UNODC work in South-Eastern Europe under the RPSEE. The RPSEE’s core concept revolves around prioritizing people, governance, and the planet within a comprehensive security and development agenda. Encompassing South-Eastern Europe, with a strong partnership with Türkiye, the new strategic framework is aligned with the UNODC Strategy 2020-2025, the UN 2030 Agenda and other UN and international initiatives for the region. The Regional Programme is structured into five Thematic Areas, emphasizing: collaboration, fundraising efforts aim to avoid overlapping, duplication, and unhealthy competition, by fostering joint funding with governmental, UN, and private partners.

The Thematic Areas address critical issues such as Drug Prevention and Control, Transnational Organized Crime, Corruption and Asset Recovery, Terrorism Prevention, and Prevention of Violent Extremism, as well as Crime Prevention and Criminal Justice reform. South-Eastern European jurisdictions have provided their contributions to address their emerging needs and better tackle crime and drug threats.

Furthermore, the UN Volunteer will support ROSEE and the RPSEE in expanding linkages and relations with other successful UNODC initiatives worldwide, including the joint project between the UNODC and KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice in Asia and the Pacific (CoE) in Daejeon, Republic of Korea (ROK).

Task description

Within the delegated authority and under the supervision of the acting Deputy Regional Representative or his/her designated mandated supervisor, and in close collaboration with Regional Office and programme sections, the UN Volunteer will undertake the following tasks to ensure timely and duly Regional Office deliveries and contribute to the implementation of the RPSEE and of the 2030 agenda related to monitoring, reporting and evaluation results and communications, into programme development and implementation in the area of drugs and crime:

A. Programme Support and Development on Drugs and Crime (35%)

• Support UNODC ROSEE in connecting and establishing cooperation and exchanges on the regional model established within the UNODC-KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice in Asia and Pacific (CoE) in Daejeon, Republic of Korea (ROK) as well as with national authorities of ROK;
• Support the preparation, development, and implementation of RPSEE and projects;
• Support inter-regional initiatives and cooperation efforts, including bridging South-Eastern Europe to Far East Asia jurisdictions;
• Produce research papers to open new doors of engagement, support in the review and update of reports;
• Support the development or review of reports, briefing notes, project proposals, and concept notes;
• Develop, review, and update country profiles covered by the region;
• Organize meetings and draft minutes of meetings with donors, partners, programme coordinators and heads of offices, etc.;
• Assist in programme progress reports and other corporate as well as ad hoc reporting requirements;

B. Monitoring and Reporting on Drugs and Crime matters (35%)

• Provide analyses and written outputs in the field of monitoring, evaluation and reporting for concept notes, funding proposals, strategic/programme documents, presentations, conference room papers, briefing/speaking notes, etc.;
• Develop and update monitoring and evaluation guidelines and tools;
• Manage and populate the monitoring databases;
• Ensure that all activity-related reporting provided by personnel meets the quality requirements and is submitted in a timely way;
• Monitor progress against set indicators at output, outcome and impact level;
• Draft and coordinate donor and HQs reports according to the agreement and ensure that reports meet donor expectations.

C. Advocacy and Outreach on Drugs and Crime (30%)

• Assist in the implementation of the regional communication plan to ensure higher visibility and proper advocacy;
• Develop products (data visualizations, online content, leaflets, brochures, etc.) to ensure proper communication and visibility of the results achieved;
• Keep the social media accounts and activity sheets per country updated and inform management about major events in coordination with relevant field personnel;
• Support the preparation of necessary documents for missions of the Regional Representative and the acting Deputy Regional Representative, including preparation of talking points and briefing notes together with relevant colleagues and agendas;
• Support donor outreach as required with preparing handouts and presentation reflecting programme progress based on monitoring databases;
• Keep track of success stories at the results level (outcome and impact level);
• Perform any other duties related to Drugs and Crime Prevention as required by UNODC ROSEE leadership.



Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance, in events that mark International Volunteer Day, 5th of December).
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
- Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org),
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
- Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
