1. Project Background

AIIB has several investment projects under preparation and implementation. The Bank is looking for an individual consultant to assist in the due diligence and supervision of environmental and social (E&S) risks and management in accordance with the Environmental and Social Policy (ESP) of the Asian Infrastructure Investment Bank (AIIB).

2. Objectives of the Assignment

The purpose of this assignment is for a consultant who will assist in the technical preparation and supervision of environmental safeguards tasks in accordance with the Environmental and Social Framework (ESF) requirements of the Asian Infrastructure Investment Bank (AIIB). In this regard, the Consultant must have a broad range of operational and analytical experience and be familiar with the Environmental and Social Framework (ESF) and Environmental and Social Standards (ESS) of the AIIB. Familiarity with other MDB policies is an advantage.

3. Scope of Services

The Consultant will participate in missions and project preparation and implementation support work and provide technical and operational assistance on environmental safeguards issues, to the AIIB Task Teams that are responsible for the preparation and supervision of projects he or she is assigned to. He or she will coordinate with the Project Management Units to ensure that the preparation of environmental instruments is satisfactory to AIIB requirements and implementation of environmental safeguards commitments are complied with satisfactorily. The specific projects which he or she may be assigned are listed in the project list at the end of this TOR. This list may be updated or revised during the year, according to the business needs of the portfolio.

4. Consultancy Output / Deliverables

The consultant will assist the AIIB Task Teams in the performance of the following tasks: 1. Provide technical support on social perspectives to the preparation and implementation of projects and undertake desktop reviews on the preparation and implementation of social mitigation and management measures. 2. Providing advice with regard to the preparation of Resettlement Action Plans (RAPs), Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plans (ESMPs), based on the thorough analysis and understanding of social, economic and legal frameworks, the nature of projects and their impacts 3. Participate in missions as Social Development Consultant of the Team and provide inputs to Aide Memoire/BTOR. 4. Assist in the field supervision of project implementation progress and compliance with the agreed social instruments as per the approved project documents. 5. Assist in monitoring the effectiveness and responsiveness of GRM as well as technical soundness of the solutions provided. 6. Assist in building the capacity and providing technical assistance on environmental management to the Project Management Units, other government implementing agencies and project beneficiaries. 7. Participate in knowledge sharing events and forum and disseminate/share information to the AIIB Task Team Members. Others 8. Perform other related functions that would be assigned from time to time.

5. Implementation Arrangement

The Consultant will work closely with the Bank’s Environmental Specialists and Social Development Specialists. The assignment includes desk work in her/his home office.

The Bank’s Social Specialists will coordinate with the Clients to ensure the necessary documents/data available to the Consultant in time.

Qualification Requirement

1. Advanced degree in social sciences (or an equivalent of at least 5 years relevant work experience in the field of social policy and management). 2. Excellent technical and practical working knowledge on social policy and management, institutional strengthening and public administration, social assessment, and land acquisition, plus a good understanding of global social issues. 3. Good knowledge and understanding of national regulations and laws related to land acquisition and other social issues. 4. Proven capacity to work in multi-disciplinary teams. 5. Previous work experience with international organizations, MDBs and donor agencies would be an advantage. 6. Strong analytical and operations skills. 7. Good client relations and listening skills. 8. Excellent written and oral communication skills, Hindi and Assamese languages a plus.
