Organizational Context

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC Myanmar Country Office is one of the IFRC Country Offices in the Asia Pacific Region. In Myanmar, the IFRC works closely with the Myanmar Red Cross Society (MRCS) and other members of the IFRC network to reinforce the MRCS’ unique humanitarian mandate and humanitarian activities, as well as its humanitarian diplomacy activities. It also provides vital technical, financial and logistical support to MRCS while strengthening its participation in regional and global cooperation during emergency and non-emergency times.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

In Myanmar, IFRC is supporting the Myanmar Red Cross Society (MRCS) through a 100 million Swiss franc emergency appeal operation in response to the 28 March 2025 earthquake alongside longer-term programmes, to reach 20,000 households. To effectively accompany the MRCS in addressing immediate to recovery humanitarian needs wrought by the earthquake, the IFRC Country Delegation in Myanmar is bolstering its operational capacity through a sub-delegation in Mandalay.

Job Purpose

Under the supervision of the Senior Finance Manager, the position is responsible for providing support to Myanmar Country Delegation ensuring Myanmar Red Cross’s financial reports of the operations are in line with approved budget, IFRC procedures and compliance with donor requirement. This position is responsible for capacity building of the National Society’s staff in financial management.

Job Duties and Responsibilities

Responsible for National Society

  • Review and analyse National Society’s financial reports of the operations to ensure those are in line with approved budgets.
  • Validate National Society’s financial reports and supporting documents as per IFRC procedure to ensure the expenditure are in line with approved budget, correct coding and sufficient documentation are attached.
  • Follow up with MRCS Finance team to have timely financial reports.
  • Coordinate with MRCS Finance team to enhance the capacity in financial management and reporting.
  • Communicate with MRCS Finance for the reconciliation of the project balances, share the awareness of the finance matters such as findings on validation of the financial reports and taking actions (eg. coding, description and completeness of documentation etc.,) and share update finance guidelines as approved by Budget holders.
  • Validate MRCS cash requests and communicate with IFRC budget holders for fund transfer.

Responsible for Myanmar Delegation

  • Coordinate with project managers on the fund transfer process in ERP if required.
  • Coordinate with project managers on the findings of the MRCS financial reports and supporting documents and flag financial risks and recommend mitigation strategies.
  • Maintain updated financial records for ongoing projects and provide timely financial data to budget holder regularly to take necessary actions.
  • Support Finance Officer in validating of the MRCS financial reports and supporting documents to ensure compliance and financial accuracy.
  • Assist Senior Finance Manager in validating and preparing of the donor reports of the operations.
  • Supervise Finance Officer (Operation) including performance management.
  • Abide by and work in accordance with the Red Cross/Red Crescent principles.
  • Any other relevant duties and responsibilities assigned by Line Manager and/or senior management.

Education

  • University degree or equivalent professional experience is required.
  • Professional qualification in Financial Management or a related area is preferred.

Experience

  • Experience of managing and supporting staff is required.
  • Minimum 5 years’ working experience of Financial Managements is required
  • Experience of preparing budgets, cash flow statements & financial plans is required
  • Experience of writing narrative and financial reports is preferred
  • Finance experience with an international humanitarian or aid organization is required
  • Experience of working for the Red Cross/Red Crescent is preferred.

Knowledge, Skills and Languages

  • Skills in coaching, leading, training and developing staff is required.
  • Good interpersonal, Presentational and report writing skills are required.
  • Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilise talent and experience of team members in a productive way is preferred.
  • Outstanding networking, representational, communication and negotiation skills. An ability to be proactive and persuasive is required.

  • Fluently spoken and written English is required.
