Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Team Leader - Emergency Responsefor our operations in Dollo Ado and Covers Moyale and Daka Suftu Woreda’s.


About the job

Overall responsibility for the day to day management of DRC’s emergency programming portfolio within geographical area of responsibility Direct manager for relevant sector staff members

Sector responsibilities: Multi-sector, life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, water, sanitation and hygiene covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.

Your main duties and responsibilities will be:

Project Delivery

  • Ensure the timely and high-quality delivery of DRC’s emergency response in conflict-affected areas of the Somali region (Daka Suftu and Moyale Woredas), covering both immediate needs and capacity-building components.
  • Develop and monitor detailed operational plans for all emergency project activities, aligning with the overall Emergency Response Project Log frame and coordinating closely with Area Managers and sector leads.
  • Track and oversee emergency program expenditures to ensure they remain on budget and compliant with relevant SOPs, as well as DRC and donor requirements.
  • Collaborate with sector leads to ensure strong integration and coordination with Protection, HDP, Economic Recovery, and WASH initiatives implemented by local partners.
  • Ensure the delivery of all project outputs by identifying potential implementation challenges and proactively finding solutions to maintain project continuity.
  • Act as the project focal point representing DRC, internally and externally with government stakeholders, local implementing partners and other affiliated entities,

Representation

  • Represent DRC in coordination ( clusters and government-led coordination meetings), and share relevant updates to AO,
  • Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, and other international organization, in coordination with the other team members;
  • Ensure DRC’s principles and approaches to emergencies are integrated into the response.
  • Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers

Monitoring and Evaluation

  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.
  • Regularly monitor project activities and provide timely inputs and feedback to the Area Managers (AM) and sector leads,
  • Work with sector leads and MEAL unit to ensure results frameworks indicators are tracked and that timely monitoring, evaluation, learning and accountability mechanisms are in place.

Staff Supervision

  • Provide support and technical second-line supervision to the Area-level ERT,
  • Identify staff training needs as and when appropriate, and provide necessary capacity building to the field emergency team in close coordination and technical guidance from with PC – AA & ER
  • Conduct regular field visits to support staff and monitor implementation of the response operation,
  • Build the capacity of local duty bearers through ongoing one-on-one support and coaching, and identify project beneficiaries.

Experience and technical competencies:

  • Minimum 3 years experience and among which, 1 - 2 years experience on basic supervisory and management level which includes of practical experience in the sector area working for an INGO or similar organization
  • Documented skills in project planning and design, drafting, and technical writing
  • Experience delivering large-scale Cash and Voucher programming,
  • Experience working with local/government authorities, IPs and UN organization
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Advanced English proficiency
  • Fluency in Somali is an advantage

 EDUCATION: (include certificates, licenses, etc.)

  • BA/BSc degree in DRM, Social Work, political science, international development, economics or other relevant field

  LANGUAGE: (indicate fluency level)

  • English (fluent)
  • Somali (preferred)
