Context
Pakistan presently faces serious development challenges due to the worsening state of the environment, increasing pressure on natural resources, and climate change. As per the Germanwatch Global Climate Risk Index, Pakistan ranks the 8th most vulnerable country to the impacts of climate change. The annual mean temperature has increased by 0.5°C over the last five decades, with changes in the pattern of precipitation, an increase in glacial melting, rising sea levels, and high intensity of flash floods and droughts. The variability in climate and weather patterns has increased the intensity and frequency of disasters, which is drastically undermining development in the country. Moreover, Pakistan’s economy remains highly vulnerable to likely future threats posed by climate change, and multi-sectoral and holistic mitigation measures must be accorded high priority to mitigate these threats. The Climate Promise initiative aims to improve the cooperation and resilience of local and regional stakeholders to the threats and risks posed by climate change. The project aims to provide support to the Government of Pakistan and its partners in the field of environmental sustainability and increased resilience to climate change at national and sub-national levels. The project will provide technical assistance to government counterparts for effective implementation of Climate Change policies, Nationally Determined Contributions, and compliance with international conventions, and will also contribute to enhancing the resilience of institutions and communities through the implementation of various initiatives.
Task description
Under the overall supervision of ARR and direct supervision of Programme Associate, Resilience Environment and Climate Change Unit, the UN Volunteer will undertake the following tasks:
• The candidate will be responsible to manage and implement the E-Governance component of the project in an effective and efficient manner. The IT analyst will be responsible for ensuring high quality advisory and im-plementation support to achieve the objectives and outputs of the project in relevance to the E-Governance including the online dashboard to be devel-oped for effective development planning and monitoring.
• Establish and maintain local server setup including establishment of Network polices (Password, Drivers etc.).
• Manage & oversee all hardware & software related issues of the LAN.
• Upgrade and maintain project website and upload project reports, maps, pro-motional material etc.
• Activate, upgrade and maintain discussion forum on the website, as required.
• Ensure project data security, integrity, backup and recovery (in case of loss).
• Responsible for trouble-shoot in telephone exchange, email traffic, multime-dia and other I.T related equipment.
• Fulfil any other assignment given by the Project Director.
Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs
• Managed the E-Governance component, including development of an interactive online dashboard for effective planning and monitoring.
• Reviewed and maintained server infrastructure with established network policies on user access, password protocols, and device configurations.
• Ensured uninterrupted LAN operations by managing hardware and software systems and resolving technical issues in a timely manner.
• Implemented robust data security protocols, including regular data backups, recovery systems, and integrity checks.
• Provided troubleshooting and maintenance support for telephone exchange, email sys-tems, multimedia, and all other IT equipment.
• Documented and responded to all technical support requests, maintaining a log of issues and resolutions for future reference.
• Supported the Project Director through completion of additional IT-related tasks and prep-aration of required deliverables.
• Maintained comprehensive IT work plans, supported documentation, and maintained sys-tem logs.
