Context

UNICEF's planning, monitoring, and data function is crucial for ensuring effective programme planning, implementation and monitoring. It involves maintaining up-to-date and actionable data to analyze children's situations, support evidence-based policy decisions, and enhance reporting. The function also includes comprehensive field monitoring, quality assurance of partner reports, and efficient travel planning to align with programme needs. By transforming data into insights and providing technical support, UNICEF strengthens national and sub-national data systems, ensuring preparedness and responsiveness to emergencies. This holistic approach ensures that UNICEF's programmes are impactful and aligned with the needs of children and communities.

Task description

Under the direct supervision and guidance of PM Specialist, the Grant Management and Data Analyst will be responsible for regular monitoring of grants and advising relevant programme section on the way forward. This position will also support ensuring availability of up-to-date data and evidence for the analysis of the situation of children, including in humanitarian situations, and provide these data and evidences to management and programme teams for evidence informed policy advocacy, policy advice and (programmatic) action.

Grant management and implementation monitoring
• Review programme implementation as per the workplan/results framework and provide timely alert to relevant output/outcome managers recommending clear action to accelerate utilization as per grant conditions/donor agreement and share summary with Senior Management on a regular basis.
• Attend regular section meetings and share any alerts related to grant utilization trends including any critical deadlines and/or red flags related to and provide guidance on how to proceed.

Field monitoring and partner’s reporting
• Compile field monitoring information/ data and prepare programme monitoring briefs drawing on monitoring and analysis of key management indicators.
• Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/ programme’s performance.
• Review and conduct quality assurance of implementing partners quarterly progress report, final partnership review report.
• Prepare highlights, briefs and presentations to disseminate findings of field monitoring/partner reporting and recommendations.

Travel plan monitoring
• Analyze office travel plan to find opportunities for convergence, joint visits, over and under coverage/representation etc. and flag it for the senior management to inform the approval process.
• Monitor implementation of the travel plan and prepare periodic reports on variance, and expenditure etc. and ensure the alignment of travel plan with programme monitoring visit (PMVs) against the minimum requirement.

Data analysis (situational data)
• Ensure up-to-date data and evidence are available for analyzing children's situations, supporting policy advocacy, programmatic actions, and reporting.
• Transform data into actionable insights and provide technical support for statistical analysis to programme sections addressing emerging issues for children.
• Promote real-time data availability for decision-making, explore new data sources and technologies, and coordinate information management for data sharing and adherence to standards.
• Provide technical assistance to enhance national and sub-national data systems, ensuring data preparedness for programme planning and responsiveness to emergencies.
• Support the office to undertake reflective exercises to identify and capture experiential learning and to package and share these as lessons learned and good practices from UNICEF programmes.
