The Programme Policy Officer will serve as Head of the Capacity and Knowledge Unit, leading a team that delivers the core Centre of Excellence activities to enhance food security and promote sustainable agricultural development in other developing countries. This role will drive and lead activities that foster the exchange of knowledge, experience, technology and capacity development within the South-South and Triangular Cooperation framework, in full alignment with WFP’s global programmatic priorities.
The the incumbent will report to the Director, as the Head of Unit. The incumbent is expected to operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff.
Job Purpose:
The incumbent will lead a team and manage a portfolio of activities that may include contribution to and/or direct management of programmes in WFP China of moderate complexity, or contribution to policy formulation and provision of technical advice at Regional Office or Country Office level for a defined area of expertise.
KEY ACCOUNTABILITIES
1. Lead the design, development, and implementation of Capacity Building Strategy, Framework, and Actions. Promote the advancement of capacity development initiatives and priorities to support building the capabilities of WFP staff and counterparts.
2. Lead and formulate high-level approaches and guidance for Knowledge Sharing Platform and Cloud School, in line within the framework of the approved UN Sustainable Development Cooperation Framework and the WFP's Strategic Plan.
3. Oversee and lead the development of Technical Training Activities for WFP China interventions, with a focus on agricultural and rural development, food security, nutrition improvement, and poverty reduction, ensuring high impact activities are delivered in accordance with strategic objectives.
4. Oversee the establishment of Knowledge Sharing Networks, Communities of Practices, and Strategic Working Groups to ensure peer support, knowledge transfer, and critical alignment. Develop and maintain internal and external strategic partnerships to identify opportunities for collaborative approaches and acquire critical new knowledge.
5. Develop, maintain, and coordinate Operational Partnerships with other UN agencies, NGO partners, and relevant stakeholders to identify opportunities for collaborative approaches and initiatives.
6. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
7. Identify a range of financing opportunities and contribute to the development of concept notes and proposals for capacity building and knowledge sharing initiatives.
8. Document and share best practices to support the advocacy and replication. This includes developing clear information products, showcasing WFP and partner work, and adopting various communication formats to target different audiences with these products.
9. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
10. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
11. Other duties as required.
EDUCATION
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience.
WORK EXPERIENCE
Five years of progressively professional work in the relative business stream Previous work experience in the UN/international organizations/NGOs and private sector will be considered an advantage.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has deepened technical knowledge through exposure to technical teams.
Has taken leadership of implementing programmes.
Has provided input into policy discussions and decisions.
LANGUAGE
Fluency in both oral and written communication in English and Chinese. Excellent English writing skills required. Knowledge of French language is an advantage.
